Evans suggests, however,
that due to the climate of anti-
Semitism that reached its
peak in American history dur
ing the Civil War, Benjamin
knew that he was a likely
choice as a scapegoat for the
Confederate defeat. Instead of
seeking vindication for his role
in the Civil War, he chose
historical obscurity by burn
ing his personal papers and by
being buried in a Paris ceme
tery under a mismarked head
stone.
Evans first became curious
about Judah P. Benjamin 15
years ago when he began re
search for his first book, the
critically acclaimed The Pro
vincials: A Personal History of
Jews in the South. He found
Benjamin fascinating because
of “the extraordinary role he
played in Southern history
and the ways in which Jews
and non-Jews reacted to him.”

Case History
Boris Khurgin first tried to apply for an exit
visa to Israel in November 1979, but it was not
until August of the following year that the Of
fice of Emigration (OVIR) would even take his
application. Boris and his family’s application
was refused because of alleged secrets that he
knew. Despite the fact that the management
of the plant where Boris worked told him that
his security restriction was only in force for
one to three years because of the nature of the
material to which he had access was not sen
sitive, his request was turned down.
In November 1980, the head of the Lenin
grad OVIR office told Boris and his wife Olga
that if they really wished to leave the Soviet
Union, they should get a divorce and apply
separately. Olga would then be allowed to
leave with their child, and Boris could then
join them when his security clearance ran out.
Nevertheless, upon divorcing Boris and apply
ing separately, Olga’s application was tum^
down.
Boris’ son, Igor, was permitted to emigrate
in June 1987, and longs to be reunited with his
father, whose security clearance expired over
five years ago.
On September 18,23 wrote letters to govern
ment officials on his behalf. Some participants
have received responses from United States of
ficials stating they have the same sentiments
and will keep Soviet Jewry in mind when legis
lation comes to pass. If you are interested in
