The migrant — on its annual flight from the approaching winter in Europe to the warmer climates of Africa — crash-landed minus one foot. Officials and bird watchers of the Nature Reserves Authori ty had seen the bird flying with its flock but apparently missing one leg. _Bird watchers throughout the country were immediately instructed to be on the lookout for the injured bird and report its landing. A group of ob servers saw it crash-land and watched as it keeled over, unable to fly again or barely even move. They took it to a kibbutz in the Galilee, which has an animal and biM sup port center, where the stork was outfitted with an artificial leg made of wood and plaster. The stork is now taking off and lemding normally, but is being kept in a nature pre serve in the kibbutz for fear it might not survive in the wild. The stork appeared on Israeli television looking well, but surprised by the bright lights and cameras. The measure will amend the U.S. Criminal Code to include penalties for genocide, which it defines as deliberate intent to destroy all or part of a na tional, ethnic, racial or re ligious group. The treaty was a direct response to the Nazis’ exter mination of six million Euro pean Jews during World War II, which gave the term geno cide wide currency. The maximum penalties for genocide under the amended U.S. code are a $1 million fine and life imprisonment for a killing, and a $1 million fine and 20 years’ imprisonment for attempting to cause phy- siced or mental impairment. The enabling legislation was blocked in the Senate Judici ary Conmiittee for six months, mainly by Sen. Strom Thur mond (R-S.C.), who insisted that the legislation impose the death penalty on those con victed of genocide. Sen. William Proxmire (D- Wisc.), who crusaded for the treaty daily during his 19 years in the Senate, argued for enabling legislation with life imprisonment.
