Senate: Privacy
Rights, Hate Crimes,
Non-Discrimination
Equality NC’s legislative allies in the
North Carolina Senate are introducing three
very important bills.
Ask your Senator to Co-Sponsor these bills
— to ensure all North Carolinians are free
from intrusion into their private lives, free from
hate-motivated violence and free from dis
crimination by state and local governments.
It is up to each of us to work to pass these
bills;
I. Sexual Privacy: Sponsored by Senator
Ellie Kinnaird (D- Orange), will amend the
“crimes against nature” law to remove the
reference to acts between two people, but
will preserve the crime for acts between
mankind and beast. The bill will also
strengthen the prostitution laws by expand
ing the list of sex acts for hire that constitute
prostitution.
2. Hate Crimes: Sponsored by Senator
leanne Lucas (D-Durham), will add real or
perceived age, disability, gender, gender
expression and sexual orientation to the
existing hate crimes statute.
3. Non-Discrimination: Sponsored by
Senator Wib Gulley (D-Durham), will ensure
State and local governments cannot arbitrar
ily terminate or refuse to hire an employee
based on prejudice.

more than tripled; yet the federal govern
ment has no jurisdiction to assist states and
localities in dealing with even the most vio
lent hate crimes against gay, lesbian, bisex
ual and transgender Americans. The FBi’s

profiling system
The government is developing an airline
passenger profiling system called CAPPS II
that will use credit information and secret
databases to assess your security risk level
each time you fly. These secret databases
could include a great deal of personal infor
mation, pulled from both commercial and
government sources. Not only would CAPPS
II invade your privacy, but if there is a mistake
in any of the many databases used for the
system you may find yourself detained,
delayed or even banned from flying.
Innocent people have already been
stopped and banned from flying because their
name appeared on government “no fly” lists.
And most have been unable to clear their
names once they were swept into the federal
bureaucracy. In addition, experts have said
that terrorists will inevitably learn how to cir
cumvent the system. Identity thieves could
easily sidestep this check by presenting a
false driver’s license or passport, undercutting
the system’s entire mission.
This system will invade your privacy but
not make you safe.
