Message From The Commanding Officer
27 November 1943
(Jne year ago today I assumed command of the U. S, Navy
Pi’e-Flight School, Chapel Hill, N. C., and to mark this date I
have instituted an award to the outstanding cadet of each
battalion. The award is to be known as “The Commanding
Officer’s Trophy,” and bears the following inscription:
“In recognition of his leadership and his fine record in
all departments of training at this Pre-Flight School, the
name of the outstanding cadet of each battalion is in
scribed on this plaque as a permanent record of this
Command.”
The cadets whose names are to be inscribed on this plaque
will be chosen by the Commanding Officer in collaboration with
the heads of the Military, Academic, and Athletic Departments,
and the award will be retroactive to the First Battalion.
The plaque will be hung in Navy Hall in the hope that it
will be an inspiration and incentive to the Regiment of Cadets
at Chapel Hill. Upon the decommissioning of this Navy Pre-
Flight School, the authorities of the University of North Caro
lina will be requested to preserve the plaque and honor it with
a place in the University archives together with their own
honor student records as a memento of mutual service to the
Nation.

Commanding Officer
Comdr. John Packard Graff,
USN (Ret.), Commanding Officer
of the U. S. Navy Pre-Flight
School, Chapel Hill, N. C,, was
born in Sharon, Pa., on August
24, 1896. He spent his boyhood
in Greenville, Pa., and gi'aduated
from high school in 1915. That
fall he was appointed to the U. S.
Naval Academy, by Hon. Samuel
H. Miller, M.C. from the 28th Dis
trict of Pennsylvania, and after
attending Prep School at “Buck
Wilmer’s War College” he passed
the entrance examinations and en
tered Annapolis in June 1916. His
roommates at the Naval Academy
were Midshipmen (now Captains)
M. H. Kernodle of Graham, N. C.,
and Cato D. Glover of Montgom
ery, Alabama.
When the United States went
to war in April 1917, the regular

versary of his assuming command of this Pre-Flight School, today
announces the establishment of “The Commanding Officer’s Trophy”
for the outstanding cadet of each battalion.
Pearl Harbor Day War Bond Drive,
With $50,000 Goal, to be Held Next Week
The second annual Pearl Har
bor Day Cash War Bond sale will
be held at this station next week,
starting on Wednesday and con
tinuing through Friday.
A goal of $50,000 has been set
for this Command, and the indi
vidual objective is at least one ex
tra War Bond purchase by every
person of this activity.
Headquarters for the War Bond
purchases will be in Alexander
Hall at the top of the ladder of
the Pay Office from 0800 through
1700.
Wednesday, Dec. 1, has been set
aside for purchases by officers,
enlisted men. Civil Service em
ployees and cadets of the 38th
Battalion.
Purchases by cadets of the
35th, 36th and 37th Battalions will
be handled on Thui’sday, and those
by cadets of the 39th on Friday.
