ATLANTIC CHllSTIAN COLLEGE, SEPTEMBER 5, 1974
B
NUMBER ONE
HEW And ACC
with the start of a new year freshmen meet the faculty, prepare to
make ACC their home, and students begin the regular antics of college
life.
New Nursing Building
Atlantic Christian is the only
private college in eastern N.C,
offering nursing students the
baccalaureate degree.
Graduates are eligible to take
state examinations for licensing
as registered nurses. The
baccalaureate degree nursing
program, in its fifth year, will
serve some 225 students this fall.
This increase in enrollment
along with the temporary
structures which serve as class
rooms, laboratory, and faculty
offices wholly constitute the
need for expanded fqj:ilities.
Highly individualized in
struction is essential in the nurs
ing program and again the need
for an expansion of facilities is
imperative.
The college is responsible for
the academic facilities of the
nursing program if it is to be
professionally accredited by the
National League for Nursing.
Visitation will be made later this
year by a committee from the
accreditation department. The
college hopes to graduate some
fifty students a year when its
fully accredited program
becomes operative and new
facilities become available.
Hence, plans for the con
struction of a permanent Nurs
ing Education Building to meet
the challenges of the department
have been initiated. The impetus
for the College’s ventiu’e into
this field was the result of an
extensive feasibility study in
consultation with regional and
national medical and health
organizations.
The Nursing Education
Building is included as one of
five components in Phase III of

The president of Atlantic
Christian College was informed
on May 23, that the Office for
Civil Rights for the Department
of Health, Education and
Welfare (HEW), found its
practice of maintaining dif
ference residence hall
regulations based on sex in
violation of Title IX of the
Higher Education Act of 1972.
The regulations found to be in
violation of Title IX were:
1. Sign in and sign out
requirements
2. Curfew requirements
3. Disciplinary action for
lateness
4. Nights out regulations
5. Quiet hours rules
6. Limitations on out of town
trips and
7. Overnight visitation rules.
Atlantic Christian College was
asked also to respond to the
questions of pay for resident
assistants and questions about
opposite sex visitation. The
school was given 30 days
following receipt of the letter of
findings, details of changes
proposed or implemented to
alleviate the differences based
on sex.
The Administrative Council,
under direction of Dean Swin
dell, in the absence of Dr.
Wenger, replied on June 2. The
school cited a Sixth Circuit Court
of Appeals decision as authority
for imposing separate curfew
regulations for women. The
appeals court said school ad
ministration decisions involving
safety considerations did not
necessarily violate protection
guarantees in the Constitution.
Atlantic Christian also indicated
that a visitation plan had
already been passed by the
Board of Trustees in May to be
implemented in the spring of
1975.
HEW on Aug. 2 corresponded
with the college saying that the
Sixth Circuit Court of Appeals
decision as authority to continue
these discriminatory regulations
was unacceptable. The Office of
Civil Rights accepted ACC’s
intentions to implement
visitation but stated it wanted a
copy of the plan. Fifteen days
from the date of HEW’s letter
was given the college to answer
the complaint. An extension was
secured for Atlantic Christian in
answering the complaint
through a conversation Dr.
Wenger had with William

which calls for ACC to define the

Further the school must

This will be the theme of
President Wenger's remarks at
the opening convocation on
Tuesday, September 10.
This informal presentation
marks a change from the normal
opening convocation of the
college in that there will not be
an academic procession or
formal program.
Dr. Wenger slated that he
wanted to share with the college
community where we are in
these matters of particular
concern to students.
All students, faculty, and
administration are invited to
this session to be held in Hardy
Alumni Hall at 11:00 a.m. next
Tuesday.

HEW Aid
HEW Secretary Caspar W.
Weinberger today announced
the award of $18 million by the
Office of Education to initiate
and expand State programs of
ficancial assistance for post
secondary students throughout
the Nation.
This is the first time awards
have been made under the State
Student Incentive Grant (SSIG)
Program authorized by the 1972
amendments to the Higher
Education Act of 1965.
The award amounts are based
on student enrollments in
postsecondary educational in
stitutions. States must provide
50-50 matching funds out of their
own resources, either to broaden
existing State student aid
programs or establish new ones.
From the combined new State
and Federal SSIG funds for the
1974-75 academic year, it is
expected that more than 72,000
