Carter ended his talk by quoting from
a speech William Faulkner gave to the
Southern Historical Association in Mem
phis, Tenn., in 1955, at the height of the
civil rights movement. Though a white
southerner, Faulkner in many ways invoked
the ire of his fellow Mississippians and
even members of his own family for his
moderate stance on the question of civil
rights.
In his speech, Faulkner came down
squarely in favor of change. “We must be
free not because we claim freedom, but be
cause we practice it,” Faulkner said. The
choice that whites must make, he said, is
not one of “white against black,” but rather
“whether or not white people shall remain
free.”

“We speak now against the day,”
Faulkner said, “when our Southern people
who will resist to the last these inevitable
changes in social relations, will, when they
have been forced to accept what they at
one time might have accepted with dignity
and goodwill, will say, ‘Why didn’t some
one tell us this before? Tell us this in time?”’
We too have a choice. Carter said,
whether we wish to make, as in the words of
the preamble to the Constitution, a “more
perfect union” for ourselves and our pos
terity. “Freedom is never easy,” he said. “We
must remember that we are part of a larger
society.
“For the founding fathers, this was all
of a piece. It is impossible to provide for the
common good for ourselves and our pos
terity unless we also form a society that pro
motes the general welfare,” he said. In order

Power Hawg”, sounding more like a
drunken Arkansas football fan, this bait
has more appendages (six tentacles,two
swirly arms, and a double tail for maximum
recoil) than Siamese quintuplets. In addi
tion, Berkley gets high marks for it’s shad
mimicking swim baits. Live action is the
name of the game for bass and each bait
company is finding new ways to make it
more realistic than ever.
If trout fishing is more your thing, the
old reliable spinners from Panther Martin
are still tops in most ultra light arsenals.
Black body with yellow spots and red body
with yellow spots are top producers in both
area rivers and lakes. 1 had a great day on
the lake recently with a salt & pepper col
ored beetle spin (silver bladed).
As of Wed. February 23rd, the water
temperature in area lakes is still around 45
degrees. This makes bass fishing a pains
takingly slow process. The lake trout how
ever, are as active as a hyper kid on Hallow
een. So now is the time to dust off your rod
& reel, organize the tackle box, and put the
suds on ice! If anyone is interested in a

A native of Florence, S.C., Carter was
for years a distinguished professor of his
tory at Emory University. In 2000, Carter
left Emory to become the first Educational
Foundation Professor of History at the
University of South Carolina in Colum
bia, where he earned his undergraduate
degree. He has written several prize-win
ning books, including “Scottsboro; A
Tragedy of the American South” (1969),
“When the War was Over: The Failure of
Self-Reconstruction in the South, 1865-
1867” (1985) and “The Politics of Rage:
George Wallace, the Origins of the New
Conservatism, and the Transformation of
American Politics” (1995).
