Student Leader Retreat Set For Feb. 24
Committee Completes Work On Changes
In Student Government Constitution
The work of revising the Student
Government Constitution has been
completed by the Constitution Com
mittee, headed by Vann Massey,
and the re-written draft of the
complete constitution has been sub
mitted to The Decree for publica
tion as follows:
Preamble
The students, faculty, and ad
ministration with the approval of
the Board of Trustees of North
Carolina Wesleyan College hereby
establish the North Carolina Wes
leyan College Student Government
Association. The Association shall
be the means whereby students of
the College share in the administra
tion and government of the Col
lege. The responsibilities herein
stated are those which the College
recognize as the privileges, rights,
and responsibilities of students.
Article I. Name
The name of this orrganization
shall be the Student Government
Association of North Carolina Wes
leyan College.
Article II. Purposes
The purposes of this organization
shall be; to inculcate into the stu
dents the principles of self-control,
responsibility, and honor; to pro
mote the common interest and gen
eral welfare of the College com
munity; to foster loyalty to the
College; and to fuiither in every
way possible the 'best interests of
North Carolina Wesleyan College.
Article III. Membership
All students matriculated and re
gistered in North Carolina Wesley
an College shall be members of the
Student Government Association.
Article IV. Office Eligibility
1. Only those studemts carrying
twelve (12) semester hours or
more are eligible to hold any
elected office.
2. Those eligible for an office on
the Senate, Student life Associa
tion, Executive Council and Class
Officers must have:
a. A C average at the time of
election.
b. Be carrying 12 hours of aca
demic work during the semester
in which elected.
Article V. Officers
1. The officers of the Association
shall be as follows:
a. A President who is to be elect
ed from the rising Senior Class
and who has served on the ‘Sen
ate of the Association for at
least one semester.
b. A Vice-President who is ito be
elccted from the rising Junior
or Senior Class and who has
served for at least one semest
er as a member of the Senate
of the Association,
c. A Secretary who is to be elect
ed from the rising Sophoniore,
Junior, or Senior Class and who
has served at least one semest
er as a member of the Finance
Commission of the Cabinet.
2. The officers shall all serve for
one College year.
3. The officers shall toe elected to
office at annual college-wide elec
tions.
4. The Senate of the Association
may elect temporary officers to
fill vacancies until such time as
an all-college election can be held.
Article VI. Meetings
1. There shall be a minimum of
one all-college Student Govern
ment Associaition meeting each
semester of the college year.
2. Special meetings may be called
by the Senate of the Association
or by petition of 15 per cent of
the members of the Association.
Article VII. Executive Agency
1. The Executive Council shall be
the Executive and administrative
agency of the Association.
2. The function of the Executive
Council shall be to carry on the
business and program of the
Association.
3. The members of the Executive
Council shall be:
a. The President of the SGA
b. The Vice-President of the SGA
c. The Secretary of the SGA
d. The Treasurer of the SGA
e. The Parliamentarian (who shall
have no vote)
f. The Director of Student Life or
his appointed representative.
Article VIII. Legislative Agency
1. The Senate shall be the Legisla
tive agency of the Association.
2. The Officers of the Association
shall serve as officers of the Sen
ate.
3. The Members of the Senate shall
be.
a. The members of the Executive
Council.
b. The Presidents of the Classes.
c.The Chairmen of the Commis
sions of the Senate.
4. The Commissions of the Senate
shall be:
a. The Finance (Commission
b. The Athletic Commission
c. The Publications Commission
d. The Social Activities Comimis-
sion
e. The Interfaith Commission
5. The Senate shall establish such
Committees as it deems neces
sary to carry out the program of
the Senate and the Associaition.
Among them shall be:
a. The Elections Committee
a. The Constitution Committee
c. Awards Committee
6. The Senate shall meet once each
week. A special meeting may be
callcd by the president or any
three members of the Senate.
7. A quorum shall be a two-thirds
majority of the members.
Article IX. Judicial Agency
1. The Student Life Association shall
be the Judicial Agency of the
Association.
2. The function of the Student Life
Association shall be to maintain I
and enforce the rules and regu
lation of the Camjpus Code and
to co-ordinate the various discip
linary councils it represents. It
shall also be an agency to which
appeals may be heard from a)
Women’s Dormitory Council, b)
Men’s Dormitory Council, c) Day
Students Council.
3. The members of the Student Life
Association shall be:
a. The Chairman, who shall come
from the rising Senior Class,
elected by the Student Body at
the time the SGA officers are
elected.
b. The President of the Women’s
Dormitory Council.
c. The President of the Men’s
Dormitory Council.
d. The President of the Day Stu
dent’s Council.
e. The Director of Student Life or
his appointed Represe.ntative.
4. Each dorm shall elect a dorm
council consisting of 9 members.
a. Its purpose is to keep order in
the dorm and to enforce the
Camjpus Code.
b. No more than 4 of the council
members may come from first
year residents of a Wesleyan
Dorm.
c. The President of the Dorm
Council must be an upper Class
man (Jr., Sr.)
5. The Day Students shall elect a
Day Student Council consisiting of
9 members.
a. The purpose of the Council is to
hear cases in which a day stu
dent breaks the Campus Code.
b. No more than 4 of the council
members may come from first
year students of Wesleyan Col
lege.
c. The President of the Council
musit be an upper Classman
(Jr., Sr.)
Article X. Amendment
1. Amendments to the Constitution
Program Includes
Talks, Meetings
And Discussions
A planning committee composed
of President Thomas Collins, Vann
Massey, -John Alden, and Bill Hoyle
has initiated a Student Leader Re
treat for Feb. 24. The purpose of
this retreat is to educate the stu
dent on leadership and responsi
bilities of his job.
The retreat is divided into two
sessions. During the morning ses
sion President Collins and guest
speaker will address the students.
After their talks there will be a
discussion of the responsibilities of
student leaders in college communi
ties and how this relates to ours.
Organizations attending the re
treat will be the Community Coun
cil, the Cabinet, Dorm Council, aU
the Commissioners, and the Student
Life .Association.
In the afternoon session, each
commission will state its function
and purpose, tell what it has done,
what it plans to do and how it is
going to organize to meet a four
year program,
shall be presented to the Constitu
tion CJommittee for discussion and
printed in the College newspaper
two weeks prior to the time of
spring elections at which time
they shall be submitted to the
Association for approval.
2. A majority shall be necessary for
the approval of amendments to
the Constitution,
Article XI. Ratification
1. This Constitution shaU be ratified
at a student election after it has
been printed in the College news
paper and discussed at a meet
ing open to all students.
2. A majority in favor of the Con
stitution shall be necessary to
ratify the articles.
Amendments
I. Temporary Chairman of the
Student Life Association
1. This article has the effect of
amending the Constitution for the
academic year of 1962-63.
2. The Chairman of the Student Life
Association shall be from the
Junior Class.

I. Duties of Officers
1. The President:
a. Shall preside at all meetings of
the Senate and Association.
