Prior university policy pro hibited smoking within uni versity uildings and within 30 feet of building entrances. By January 2012, students and fac ulty were frustrated by the lack of compliance to the new policy and its lack of enforcement. The motivation for the pol icy amendment was, according to Smith Jackson, former Vice President and Dean of Student Life and current associate pro fessor, increasing concern for the health of others being sub jugated to second-hand smoke. Signs were posted around campus in areas where smoking was deemed per- mittable, but in January, smokers were frustrated by the lack of permanent instal lations and said this contrib uted to non-compliance. Part of the problem is that receptacles can be difficult to find, and to my knowledge, no shelter is available for smoking away from campus buildings,” said L.D. Russell, a lecturer in religious studies. Jordan Perry, former coor dinator for student develop ment on substance education said permanent accommo dations were not installed to allow for the possibility of a smoking ban and due to potentially high costs.
