99th Commencement ToHear
Law Dean Iftay IS
The 99th Graduating Class
at Fayetteville State
University, number a record
493, will hear a newly-
appointed Law Dean deliver
the main address in com
mencement exercises Sunday
at 2:30 p.m., May 16, at the
Cumberland County
Memorial Arena (Highway
301 South).
The speaker is Dean
Harry Edward Groves, who
recently became the fifth
Dean of the North Carolina
Central University School of
Law, at Durham, North
Carolina. His appointment is
effective June 1.
Dr. Charles “A” Lyons,
Jr., Chancellor of the second
oldest state-supported in
stitution in North Carolina will
preside and introduce the
speaker.
Dean Groves, who in the
early 1950’s practiced law and
was the first black coun
cilman in Fayetteville, has
served as dean of the law
school (1956-60) at Texas
Southern University and as
president (1965-68) ol Central
State University. He comes to
his present post at NCCU from
the University of Dayton,
Ohio, where he is now
professor of law.

week activities include: The
Alumni Day Convocation and
Luncheon, 12 noon. May 15)
and the Chancellor’s
Reception, May 15 from 7-9
p.m., Rudolph Jones Student
Center.
The Commencement
speaker is the author of three
books, a contributor to four
others, and has written
numerous scholarly articles.
Groves is a graduate of the
University of Colorado, holds
the Juris Doctor degree from
the University of Chicago, and
earned his Master of Laws
(LL.M.) degree from Harvard
University.
He was a member of the
Fayetteville, North Carolina
City Council in 1951-52, and
practiced law in Fayetteville
for four years. He had
previously taught law at
North Carolina College, now
NCCU, from 1949-1351.
Groves has taught at the
University of Washington, the
University of Utah, the
University of Cincinnati, and
the University of North
Carolina at Chapel Hill.
He served in the United
States Army as a second
lieutenant in Artillery from
1944 to 1946.
His published articles
have included studies of civil
rights and civil liberties,
discrimination, constitutional
law, legal education, com
parative law, and in
ternational law.
He is a member of Phi
Beta Kappa, Phi Delta Kappa,
and Kappa Delta Pi. He held a
full tuition scholarship to the
University of Colorado, at
tended Harvard on a Ford
Foundation Fellowship, and
has held a Carnegie Research
Grant.
He is 54 years old, a native
of Manitou Springs,
Colorado,and currently serves
as president of the Ohio
Association of Black At-
tomeys.
Voice Editor and
Photographer Honored
Sheryl Alexander, Editor
of the Voice, and Gilbert
Foust, staff photographer,
received awards recently for
their outstanding con
tributions to the student
newspaper.
Miss Alexander received
the Voice “Editorship Award’.’
which is presented to that
member of the staff who has
shown outstanding student
newspaper leadership during
the year.
Gilbert Foust was the
recipient of the Voice “Photo
journalism” Award for his
outstanding skills in the area
of photo-journalism.
Both received engraved
plaques at Honors and Awards
Day ceremonies recently.
According to newspaper
advisor John Henderson,
these awards will be given
annually to staff members
who exhibit newspaper
leadership while working on
the Voice staff.
Henderson said that more
categories are planned for
next year which will mean
more awards and honors will
be given.
Also, it is hoped that a
Voice Banquet will be planned
for the next school year.

Joy Van Hooh Is
“JIfiss FSU” 76-77
A wide-eyed beauty from
Orange County (N.C.) was
recently elected “Miss
Fayetteville State Univer
sity” for 1976-77.
Born about twenty miles
from the University of North
Carolina based-Chapel Hill,
North Carolina, the new Miss
FSU hails from the little
community known as Cedar
Grove and is a junior health,
physical education, and
recreation major at Fayet
teville State University
(N.C.).
She is Joy Van Hook, the
daughter of Mr. and Mrs.
Lawrence Van Hook.
A very amiable person.
Joy won the election after a
run-off was held on campus.
“I feel very honored and
happy to be Miss FSU,” she
said with a smile, “and I want
to represent FSU in the
coming year the best of my
ability.”
Joy is the third of four
children and said that her
parents were real happy about
her winning the title.
Active in campus affairs,
Joy is a varsity cheerleader;
member of the Swing Phi
Swing Social Fellowship, Inc.;
the Karate Club; and the
Physical Education Majors
Club.
Moore Is Elected
I%ew SGA Chief
Earl Moore, Jr.
Jan Van Hook
A native of New Bern,
North Carolina was recently
elected President of the
Student Government
Association at Fayetteville
State University.
Earl Moore, Jr., a
business education mayor,
was overwhelming chosen to
lead the SGA for the 1976-77
academic year at Fayetteville
State University (N.C.) in a
campus-wide election.
Other officers elected
were William Ashe, Vice
President, Washington, D.C.,
and Walter Holland, Business
Manager, from Baltimore,
Maryland.
FSU was founded in 1877
and will celebrate its cen
tennial year in 1977.
Moore is the son of Mr.
and Mrs. Earl Moore, Sr. and
is a 1973 graduate of New Bern
Senior High School.
The SGA President is very
active on campus and is a
member of Phi Beta Lambda
(Business Education
Organization); member of the
Yearbook staff; served as
superintendent of Sunday
School; and Cocoa Phi Cocoa
Social Fellowship, Inc.
