Officers heard Ae students chanting Fire on the Roof and let it bum eventhough no fire was every set Sgt McNair, Sgt Waters and Sgt Glascock stated they would not have allowed water to be sprayed from a Fire Engine onto the crowd. Sgt McNair Stated that when the officer on the scene asked for the Fire Engine he (Sgt McNair) authorized for it to be dispatched. He said at first their was some confusion on his part as to why it was being requested by the officer but he knew he would not allow water to be sprayed on the crowd. Sgt. McNair was on the scene before any of the Fire Units arrived. When Captain Fisher arrived he told all of the Fire Units to go back in service. It is not a practiced or accepted method of crowd control by our department to use water to spray an unruly crowd by our department In review of this case, no water was used for that purpose eventhough rumors spread the reason for the fire personnel being on site was for that reason. In my opinion the officers responded in a well discipline and restrained manner. The on scene supervisors elected to use light methods of crowd control and avoid student confrontation as much as possible. They delayed any enforcement action until it was clear that the crowd would not comply with the lawful orders of the Fayetteville State Police Officers, even after it was re-inforced by the on scene Fayetteville Police Supervisors. Officers then worked in pairs and small teams to disperse the unruly crowd rather than forming ift large group of officers. As soon as the supervisors felt they could reducc the number of officers on the scene they did so. Alex Dombronovich Tamika Kenan LAWMAN IN MACING RESIGNS: REPORT NOT FILED IN CAMPUS INCIDENT by Pat Reese (courtesy Fayetteville Observer- Times) A police officer accused of failing to report that he used Mace during a confron tation with Favetteville State Universitv students last month has resigned. John Tidwell had been a member of liit Fayetteville Police Department since June 1994. He stepped down Mon day. The name of the second officer who is on administra tive duty while police inves tigate the confrontation has not been released. Chief Ron Hansen said earlier this month that the men failed “to report their use of Mace.” About 20 police cars were sent to the university on February 21 when campus police asked for help in dis persing about 100 students who had gathered on the lawn and parking lot at Bryant Hall to celebrate a basketball vistory. STUDENT COMPLAINTS Students complained that police entered the dormitory and sprayed Mace along a second-floor hallway. Police initially denied the allega tion. Four students were ar rested during the confronta tion. Dr. Willis McLeod, FSU’s chancellor, said last week that the carpet in one room at Bryant Hall was dis colored by Mace spray. A portion of the carpet was cut out by campus police and turned over to Fayetteville police. McLeod, who was not available for comment Thursday, said he was upset about the Mace incident and had conferred with Hansen. He said he was disappointed that Tidwell and the other officer “chose not to share this information with their superiors.” All police officers are re quired by departmental policy to file a report with their superiors any time they use Mace, pepper spray, a baton or any physical force. Apparently, there were no reports filed in the Bryant Hall incident. Police said several stu dents hurled beer cans at them during the confronta tion. INVESTIGATION CON TINUES The Police Department’s internal affairs investigation of the incident is near completion, according to po lice Lt. Katherine Guilette. She said personnel policy forbids her from commenting on any part of the investiga tion. Guilette said representa tives of the Police Departrment have met with FSU police and university of ficials to share information from their separate investiga tions.
