18 WCC CAMPUS VOICE - FEBRUARY 23,1994 JOBS program helps single moms By BRENDA MANLEY Job Opportunities and Basic Skill Training (JOBS) is a federal program design ed to help single mothers get off welfare and enable them to become self-supporting adults, according to Tara Blackman, JOBS case worker. ** Prison tour from p. 3 The color of a prisoner's uniform reflects his offense: red designates those on Death Row; brown indicates a felon; green is used for those who have committed misdemeanor offenses; and yellow signifies that a prisoner is awaiting trial. Next, we entered the recreation area where we saw 10'x 12' metal cages that looked like kennel runs. The cages allowed inmates room to walk. Above these cages was the sign," Anyone attempting to pass over, under, around, or through this fence without permission will be considered attempt ing to escape." "To date. Central Prison has had only one successful escape," Sgt. Temple informed us. With 4 manned towers facing the Rec-Area, it was not hard to understand why. Preparing to return to OCl where the tour began, we passed a young blond man in a red uniform. The man's head was bowed, and his hands were cuffed behind his back. He looked up briefly and smiled at us as we walked by. "That's the man the screen is set up for in Death Watch," Sgt. Temple said. A hush fell over our somber group as the cold reality of life-- and death--in prison became more than a statistic to us. In 1988, Congress passed the Family Support Act which requires all states to implement a JOBS program by 1990 to be statewide by 1992. In Wayne County, the program began April 1, 1991. The JOBS program also assists WCC students pursuing a college education. Single mothers who wish to see if they are eligible for the services offered by this program should call the Wayne County Department of Social Services at 731-1048 and ask for Tara Blackmon or Marva Scott, caseworkers, Monday-Friday from 8:00 A.M. to 5:00 P.M.
