Her dream was to have a yearbook to celebrate WCC's 40 years, but time and circumstances worked against her. MICHELLE MIDKIFF Wayne Community College (WCC) welcomed David H. Waters, Jr. as the new director of Information Systems on December 8, 1997. Waters, a native of ^ Greene County, was raised in the Eureka/Fremont area and has an older brother and a younger sister. Waters attended Norwayne High School and, he said, graduated a ”long time ago.” Waters received a Bachelor of Science degree in Business Management from Hampton University in Virginia, in 1973 and a master's degree in Information Systems from Bowie State University in Maryland in 1986. He achieved another master's in Operation Analysis from the University of Maryland (Baltimore County), and he is currently a Ph.D. candidate (Information Systems) at Nova Southeast University in Ft. Lauderdale, Florida. Waters served for 9 years in the military as a computer program mer for the Army in Ft. Monroe, VA. His rank was E-7. Waters was employed as Director of Academic Computing Services at Bowie State University prior to his employment at WCC.
