A light restriction for six weeks will be given for abuse of these regulations. A light restric tion consists of turning lights out at light bell every night during the six weeks period. 5. Telephones: A. Juniors and Underclass men are asked not to use the tele phones during the evening study hour from 7:30-10:00 except Sat urday and Sunday. B. All students are allowed to receive long distance calls dur ing the above hours. C. No student should use the telephone from 11:15 p.m. to 7:00 a.m. without permission from the hall proctor. D. Students are asked to limit calls to five minutes. E. When receiving a call for someone else, students go to the girl’s room instead of calling down the hall. F. The pay telephones on first floor are used to make long dis tance calls and to send telegrams. G. When calling home for per mission, students use the tele phone in the office of the Dean of Women, and reverse the charges. (We recommend that a phone extension be installed in the hostess parlor. This will save a great deal of time and trouble for the hostess and for the dates.) 6. Visitors: A. All overnight visitors should be registered in the office of the Dean of Women. B. To obtain a room for a guest students must see the house director. C. Overnight visitors may be entertained in dormitories for not more than five consecutive nights. D. Unless special permission is obtained to do otherwise, guests are not expected to en ter or to leave the college be tween 11:30 p.m. and 6:30 a.m. SPECIAL PERMISSIONS A student must secure per mission from the office of the Dean of Women and must sign out on special permission slip on the following occasions: 1. All overnight absences from the college. 2. All trips outside of Raleigh. 3. Any privilege taken with persons other than official chaperones. 4. Any call at a hotel, frater nity house, or boarding house, unless under the chaperonage of her parents. 5. Any return to the college after regular hours for evening privileges. 6. The use of her car by a teaching Senior for other pur poses than going to and from the respective schools. 7. Spending the night after a dance in Raleigh with anyone other than parents. 8. Permission to practice plays or hold meetings of any nature after light bell or before rising bell. 9. Dating in the parlor on Monday evening. 10. For girls other than Mere dith girls, going from and re turning to the college from a dance. 11. Guests’ leaving or enter ing the college between 11:30 p.m. and 6:30 a.m. After a student has been at Meredith one semester, she may use the green slips for obtaining special permission, provided that she allow 24 hours for her re quests to be approved or disap proved. Article II Object The object of the Association shall be the government of the student body. Article HI Membership and Membership Responsibility Section 1. Membership. All classified students, upon regis tration at Meredith, shall auto matically become members of the Student Government As sociation. Nonresident students are under immediate jurisdic tion of the association, except in-matters which are under the control of their parents or guard ians. Sec. 2. Membership responsi bility. Each student in coming to Meredith accepts college citi zenship involving self-govern ment under the honor code as defined by the Student Govern ment Association. Sec. 3. Statement of responsi-i bilities. Each student early in the first semester shall sign a^ statement concerning her re-1 sponsibilities as a member of: the Student Government As-1 sociation. Article IV Officers and their duties Section 1. Officers. The offi cers shall consist of a president, vice president, secretary, and treasurer. Sec. 2. Duties. A. President. It shall be the duty of the president to preside over all meetings of the associa tion and of the Student Govern ment Council for the entire! school year, to call any meetings she may consider necessary, to appoint all committees not other wise provided for in these arti cles, to act as a chairman of the Nominating Committee, and to perform other duties that may fall upon her as president of the association. B. Vice president. It shall be the duty of the vice president to serve as editor of the hand book, chairman of the Point System Committee, Student chairman of Freshman Orienta tion, and Chief Counsellor. She shall assume all duties of the president should the president at any time be unable to per form her duties. C. Secretary. It shall be the duty of the secretary to record the proceedings of all meetings of the association and of the Student Government Council, to submit to the Dean of Women all recommendations of the 1. It shall be the duty of the Student Government Council to act as the executive body of the association, and to enforce the rules of the association, matters of college policy, and the honor code. 2. Legislative duties. a. It shall be the duty of the Student Government Council to recommend to the student body changes in the constitution and in the regulations of the as sociation. b. It shall be the duty of the Student Government Council to receive recom mendations for changes in the Constitution and in the regulations for the associa tion from student groups and to refer such as are adopted to the student body to be voted upon. c. It shall be the duty of the Student Government Council to receive recom mendations for changes in the Constitution and in the regulations of the associa tion from the student body and vote upon them. d. It shall be the duty of the Council to refer such changes in the Constitution and in the regulations of the association as have been adopted by the Council and the student body to the Faculty Committee on Stu dent Government to be voted upon. 3. Judicial duties. a. The Student Govern ment Council may, at its discretion, summon before it and reprimand any mem ber of the association. b. The Student Govern ment Council shall have the right to withdraw privileges from and impose penalties upon any member of the association. Privileges withdrawn and penalties imposed shall be put before the Advisory Committee be fore going into effect. The penalties of probation, suspension, and expulsion shall be subject to the ap proval of the Faculty Com mittee on Student Govern ment. c. The Student Govern ment Council may ask the holder of any campus office who has not shown herself worthy of responsibility, to withdraw from that office. Article VI Council, to keep a record of! Faculty Committee on Student call-downs and campusses, and Government and its duties to issue campus slips. Section 1. Members of the D. Treasurer. It shall be the! It shall be the duty of the Faculty Committee on Student Government to consider recom mendations from the Student Government Council for changes in the Constitution and in the regulations of the association, and to vote upon such recom mendations. The Faculty Com mittee on Student Government must vote upon such recommen dations within two weeks after they have been presented in writing to the chairman of the committee or otherwise the recommendations go into effect. Recommendations adopted by the Faculty Committee on Stu dent Government must bear the signature of the President of the College. B. Any student may appeal the decisions of the Student Government Council to the Faculty Committee on Student Government. Article VU College Council and its duties Section 1. Members of the College Council. There shall be a College Council consisting of the President of the College, acting as chairman, the Dean of Women, the Dean of the Col lege, three members of the faculty elected by the faculty, three members of the executive committee of the board of trus tees elected by that committee, and six members of the Student Government Association, which shall include the President of the Student Government Asso ciation, one representative from each of the four classes, and a representative from the student body at large to be elected by the entire student body. With the exception of the represent ative of the Freshman Class, who shall be elected by that class in the early fall to serve for the remainder of that year, the representative shall be elected in the spring to serve for the following year. Sec. 2. Meeting. The College Council shall meet regularly every six weeks and shall meet at the request of the President of the College or at the request of the President of the Student Government Association. Sec. 3. Purpose. A. It shall be the purpose of the College Council to discuss matters concerning the welfare of the campus. B. It shall be the purpose of the College Council to render a final decision on any appeal made to them by students or faculty. C. It shall be the purpose of the College Council to decide matters of jurisdiction in college government. Article VIII Qualifications for voting and eligibility for office Section 1. Who can vote. In order to vote in elections held by the association, a student must be a member of the Stu dent Government Association, must have been registered as a student for one semester imme diately preceding the election, and must be registered to vote. Sec. 2. Eligibility for office in the association. A. The president and vice president of the association, the president of the dormitories, and the president of the nonresident students shall be elected from the incoming Senior Class. B. The secretary and treas urer of the association and the first vice president of the non resident students shall be elected from the incoming Senior Class. C. The dormitory vice presi dents shall be elected from the incoming senior and junior classes. D. The second vice president of the nonresident students shall be elected from the incoming Sophomore Class, and the third vice president of the nonresi dent students shall be elected from the incoming Senior, Jun ior, or Sophomore Class. Article IX Methods of Nomination and Election Section 1. Nomination. A. Nominating Committee. 1. Members. There shall be a Nominating Committee, com posed of the president of the association, who shall act as chairman; the presidents of the major organizations; the editors- in-chief of the student publica tions; the class presidents; the president of the nonresident stu dents; the college marshall; the Dean of Women; and three faculty members, chosen by the student members of the commit tee. 2. Duties. It shall be the duty of the Nominating Committee to nominate candidates for ma jor offices that concern the entire student body. The Nomi nating Committee shall appoint and swear into office the Elec tion Officials and shall have the right to make any changes in the rules for nominations and elections that it deems neces sary. The Nominating Committee shall receive from the Point System Committee recommen dations concerning changes in the point system and shall trans mit such recommendations as it sees necessary to the Student Government Association to be voted on. B. Student petitions for nomi nations. Nominations may be made by student petition. A student petition must be signed by ten per cent of the student body in general elections or ten per cent of a society in society elections. Sec. 2. Elections. A. Votes necessary for elec tion. A majority of votes cast shall elect all officers in elections held by the association. B. Freshman vote. Each fresh man vote shall count as one half in all elections held by the as sociation. C. Validations of elections. For an election to be valid, two- thirds of the registered voters must have voted. Article X Point System and Point System Committee Section 1. Point system. There shall be a point system, adopted by the Student Government As sociation, to distribute the work and responsibilities of student organizations. Sec. 2. Point System Com mittee. A. Members. There shall be a Point System Committee com posed of the vice president of the Student Government As sociation, who shall act as chair man; the president of the Senior Class; the president of the Junior Class; the vice presi dent of the Athletic Association; and the first vice president of the Baptist Student Union. B. Duties. It shall be the duty of the Point System Committee to enforce the point system. It shall make a survey in the early part of the fall semester to de termine the number of points each student holds. It shall re ceive recommendations from the student organizations con cerning changes to be made in the point system, and shall consider and transmit such recommendations as it sees necessary to the Nominating Committee. C. Advisory Committee. There shall be an Advisory Committee for the Point System Commit tee, composed of the Dean of the College, the Dean of Women, and the College Physician, whose duties shall be to advise the Point System Committee. Article XI Meetings Section 1. Regular meetings. There shall be a regular weekly meeting of the association for the purpose of discussion and the transaction of business. Sec. 2. Call Meetings. The president of the association may call a meeting of the association at any time. A meeting must be called by her upon the written
