t^RNER Next dinner with the mayor. Our next dinner with Mayor Jones will be on Friday, April 13, at 5:30 p.m. at The Inn at Pine Knoll Shores. Improving street lighting. During our recent tree trimming work on town streets we identified street lights that were buried within the trees. Some of these could be cleared by the trimmers while 17 of them are so embedded that they cant be freed without butchering the trees. The town will ask Carteret-Craven Electric Cooperative to install longer light arms that will extend further out and provide proper illumination. This work will be done in the next three months. Budget timeline. The town has started its budget planning for the fiscal year beginning on July 1,2018, and ending on June 30, 2019. Below is the timeline with the remaining dates of our various workshops and meetings. All of these meetings are open to the public. DATE TOPIC April 11,6 p.m. First monthly regularly scheduled Board of Commissioners meeting April 21 Budget worksheets to the Board April 25,6 p.m. Second monthly regularly scheduled Board of Commissioners meeting May (date TBD) Mayor’s budget brief with webinar May 10,6 p.m. First monthly regularly scheduled Board of Commissioners meeting with discussion of 2018-2019 budget (if needed) May 24,6 p.m. Second monthly regularly scheduled Board of Commissioners meeting; budget message; presentation of proposed budget; call for public hearing June 14,6 p.m. First monthly regularly scheduled Board of Commissioners meeting and budget hearing (vote no later than June 30) Stormwater line survey work. Survey work was recently concluded in the east end of town to further address the flooding we have experienced in that area. When we have heavy rain and the water table is high enough to cause the ground to be saturated, this area of town floods. This is a decades-old issue in Pine Knoll Shores. Willow Road is sort of ground zero for this, and then the flooding area moves east across Yaupon and Juniper roads (and beyond during the heaviest rain events); We are exploring the installation of an underground pipe that will be used to maintain an acceptable water table level so that heavy rainfall wont immediately cause flooding. We think that if we keep the water table to an acceptable level by moving water out of the area, we may see some relief Water would be moved via this line to a vault at Myrtle Court and pumped into the pond network of the country club. We have grant funding available from a Resilience Planning Grant from NOAA for preliminary design work. This recent work was for surveying only, not construction. We are targeting another grant for eventual construction, which is likely to be two to three years away. We have spoken to all affected property owners, and the area HOA. The preliminary design work will tell us (1) if the elevations allow us to do this, (2) how the water table will be affected, and (3) how much water, and at what rate, will enter the country club pond network. We have discussed this with the leadership of the club, but do not yet have their concurrence. Once we know the volume and rate of water, we will sit with them to discuss this. Improvements to Veterans Park behind town hall. In 2007 Pine Knoll Shores was awarded a Division of Coastal Management (DCM) Public Beach and Waterfront Access Grant to design and construct a park behind town hall. This park consists of an open deck near the building, outdoor restrooms, and two natural paths which lead to Bogue Sound. The town dedicated this park in November 2009, naming it Veterans Park. We are considering two improvements to the park. First, the town wishes to reinforce and stabilize the shoreline at the termination point of one of these natural paths. This particular path leads to a hard, sandy-bottom beach which is ideal for swimming and wading. Over the past several years, severe erosion has made access to this beach impossible. Each year we lose more ground and the drop-off has become more severe. The current condition is such that no one can safely move down to the water. Our project envisions stabilizing this location and building a stairway to get down to the beach and water. The second objective for the project involves the construction and installation of a small dock and kayak launch, and the dredging of a narrow passageway for a kayaker to safely paddle from the launch site adjacent to town hall, north to the open water on Bogue Sound. Based on previous conversations with the DCM, the dimensions of this would be approximately 10 feet in width, and a depth of -3 feet from low tide. These dimensions would be adjusted by any regulatory constraints. As of this writing we are awaiting a meeting with various regulatory agencies to see if this project is possible. If the results of this scoping meeting indicate that the project is feasible, we may apply for a DCM Public Beach and Waterfront Access Grant. PKS Celebrates 11th Anniversary (Continued from page 1) independently investigates and rates nonprofit organizations to determine transparency and how effective and efficient the organization is with donated money. Hope For The Warriors consistently spends 90% to 93% of funds raised to serve our wounded. Only 7 to 10 percent is used for administrative costs. Financial data is available at charitynavigator.org/index.cfm. Neither Kayak for the Warriors nor Hope For The Warriors is affiliated with the Wounded Warrior Project. On Saturday, May 26, from 8 to 11 a.m., our 5K Beach Run will begin on the beach near The Inn at Pine Knoll Shores in Beacons Reach in Pine Knolls Shores, and will meander through the knolls of Beacons Reach. There is also a IK Fun Run/Walk that will stay on the beach. At 8 a.m. the serious, competitive runners will line up first, with casual runners next and finally the walkers. The event fee for the 5K is $25 and includes a t-shirt and water. A $15 fee will be charged for the Fun Walk/Run. T-shirts will be available for purchase for Fun Run participants and walkers. We will again have digital timing by runtheeast.com. To register for either event or to learn more, please visit either runtheeast.com or k4tw.org. On Thursday, May 31, the Warrior reception and auctions will be held at the NC Aquarium at Pine Knoll Shores, with doors opening at 6 p.m. The live auction begins at 7:30 p.m. Light food and wine will be available, and you will have an opportunity to bid on some great items from local artists and businesses. Check out donations on the Kayak for the Warriors Facebook page and on the event website. Entrance to the auction is $10 per person. Please register online at k4tw.org to speed up check in. On Saturday, June 2, at 10 a.m. our signature kayak and paddleboard race will begin at Garner Park on Oakleaf Drive and complete a 3.2-mile course around the canals. A $50 registration fee includes a t-shirt and lunch. We will once again feature the warrior race in which a participant could win the coveted prize by raising the most dollars for Hope For The Warriors. The warrior winner will be the racer with fastest warrior time by Calculating their raw time minus dollars raised. For every dollar raised by each racer, one second will be deducted from their raw race time. Sponsors, spectators and guests are invited to participate in the post-race activities, including a raffle and barbeque feast from 11:30 a.m. to 1 p.m. The cost is $10 for non-participants. Awards in three categories will be given out at this time: elite racers, paddleboarders, and all others. Hats and visors are available for $15 and $12, respectively, and can be purchased at town hall. T-shirts are also available. For registration and further information on any of these events, please visit k4tw.org. On this site, you may register electronically, donate, or just learn more about this very worthwhile organization. Registration forms can also be picked up at town hall.
