PINE KNOLL Shores COMMISSIONERS MEETINGS By Paige Gillespie The regular meeting of the Board of Commissioners was held on October 10 at town hall. There were 15 members of the public present. All commissioners were present. Mayor Ken Jones made a few announcements. The Community Yard Sale has been postponed until spring 2019. The Turkey Trot will be held on Thanksgiving Day at McNeill Park. Registration begins at 8:30 a.m. and the race begins at 9 a.m. Town Hall will be closed on November 12 for Veterans Day. During the public comment session, four people spoke. The Consent Agenda, consisting of minutes from past meetings, board appointments and re-appointments and other items, was unanimously approved. Commissioner Bill Knecht presented Police Chief Ryan Thompson and Pire Chief Jason Baker with a commemorative plaque of the new forever postage stamp honoring first responders. Town Manager Brian Kramer reported on several items: • Mayor Jones placed the town under a State of Emergency at 3 p.m. on October 10 in anticipation of Hurricane Michael’s approach. • Pre-storm, during Hurricane Florence, post-storm and long-term actions and information was reviewed. • The beach lost 576,000 cubic yards (CY) of sand during the hurricane. Bogue Banks lost 3.2 million CY. This loss is unprecedented. Based on past beach restoration projects, this project will likely take place late 2019-early 2020. • He reviewed projects that other staff members are working on. Assistant Town Manager and Finance Officer Julie Anderson reported that the audit report has been delayed, but that she has spoken to the State Treasurer and this should not be an issue. FEMA’s reimbursements take a long time, but the town’s reserves are in good shape. Town Planner Kevin Reed reported that contractors have begun the removal of trees from the town right of ways. He also gave the building inspector’s report. Seventeen permits were issued at a value of $135,935. Fees generated by these permits were $1,398; 41 inspections were performed. The CAC/Planning Board will not consider any major landscaping permits for October. Public Services Director Sonny Cunningham reported that the town drained the golf course pond prior to the hurricane. During and after the storm, the town pumped 42 million gallons of water. The generator at the public safety building was damaged and he is waiting to hear if FEMA will repair/replace it. Police Chief Ryan Thompson reported that the majority of training has been canceled through the end of the year so that the department can focus on recovery and give the staff a well-deserved break. There were no reported larcenies or break- ins following Hurricane Florence. Police Officers averaged 175 hours worked in 14 days (September 8-September 21). They would normally work 80 hours during that time frame. Fire Chief Jason Baker reported that so far the town has hauled away 77,500 CY of debris. The town’s hauling has accounted for 28% of Carteret County’s total removal figure of 275,000 CY. Town Clerk Sarah Williams gave a report on the Watershed Planning progress and timeline. A final draff will be submitted to the Board in December. Following their approval, it will be submitted to the state. Once approved, storm water projects will be eligible for March 2019 funding. Commissioner Corsello thanked all staff and first responders for their hard work before, during and after Hurricane Florence. Under new business, the board unanimously approved a resolution allovring the temporary use of motor homes, camp trailers or recreational vehicles until April 1,2019. The board has asked Mr. Kramer to research who is responsible for the dredging of the channel behind the aquarium. The board also directed Mr. 24 The Shoreline I November 2018 Kramer to get bids on a contract to establish a drainage area of up to two feet off the road to facilitate draining water from roadways. Julie Anderson presented Budget Amendment #2. This amendment is to pay the first installment for debris pickup. The motion to approve the amendment passed unanimously. During the second public comment session, one person spoke. By Jean McDanal Well, Florence certainly had a major impact on our community. We hope all are well on their way to recovering. Unfortunately, we had to cancel the Art Class for Ages 6-9, Pickleball Tournament, and the Pine Knoll Shores Yard Sale. The yard sale and the pickleball tournament will be rescheduled in the spring. The Art Class for Ages 6-9 wiU be offered on December 1 and January 19 to the children and grandchildren of Pine Knoll Shores residents. Instruction will be offered on a basic level in a few art expression techniques. Please sign up at your earliest convenience, as space is limited. You can call Suzanne Carmel at 919-880-1604 to enroll or to ask questions. You may also register with Natalie Gibble at 247-2268 or ngibble(S)townofpks.com. The Kayak for the Warriors Angel Tree will not be available this year, but town residents will be able to donate. In November, we will put up a donation box with a small display for cash donations or a check. We will leave the display up through the second Friday of December. We will use donations to purchase $50 and $100 Walmart gift cards for Hope for The Warriors-vetted families. For more information, please call BJ Peter at 646-8079. With the town slowly getting back to normal, we felt this was a better option this year. Our last three events for the year are coming up in November and December. On Thanksgiving Day, we will host our Annual Turkey Trot. Registration begins at 8:30 a.m. at McNeill Park for the walk/run event. Please note that dogs are not to be taken on the golf course. If you plan on Fido joining you, please reroute yourself to stay on the road. The walk/run begins at 9 a.m. and will conclude with hot chocolate or coffee. Call Maureen Young for further information at 726-7643. The Christmas Flotilla will be held at McNeill Park on Saturday, December 8. The best viewing will take place around 5:30 p.m. It is rumored that Santa will arrive. Please call John Clarke at 499-9670 (home) or 515-0887(cell) for more information. Boats will gather at 5:15 p.m. Captains of each vessel should have a VHF radio on board, if possible, and John will select a channel for communication prior to the event. The Christmas Parade is Saturday, December 15. The format will be similar to the Fourth of July parade. Bring family and friends (furry or otherwise) to Garner Park at 10 a.m. and dress in your Christmas finery. Hot chocolate and cookies will be served at Garner Park following the parade.
