Commissioners meetings

The regular meeting of the Board of Commissioners (BOC) was held on November
14 at town hall. All commissioners were present.
Mayor Ken Jones made a few announcements. The Christmas Flotilla will begin at
5:30 p.m. at McNeill Park on December 8, the Volunteer Christmas Party will be held
from 5-7 p.m. at town hall on December 14, and the Christmas Parade will begin at
10 a.m. at Garner Park on December 15.
A resolution in support of The Shoreline was presented. Appreciation was expressed
to Tom King and the 44 volunteers (from the Community Emergency Response
Team as well as some not on the team) who helped during the aftermath of Hurricane
Florence. Most towns had to hire people to do what these people did, which involved
monitoring the debris disposal trucks to ensure that the town will be reimbursed by
FEMA for the cost of the cleanup.
Paula Hodges with Martin-Starnes 8t Associates reviewed the 2018 audit and gave
it an unmodified opinion, which is the best possible outcome. She complimented
the staff on their excellent work. The General Fund, which includes General,
Beach Expense Reserve, Dog Park and Kayak race funds, increased $428, 782
before transfers. The Beach Capital Reserve Fund continues to grow, and the Water
Enterprise Fund continues to pay down debt at an accelerated rate.
During the public comment session, one person spoke.
The Consent Agenda, consisting of minutes from past meetings, board
appointments and reappointments and other items, was unanimously approved.
Town Manager Brian Kramer reported on several items:
• Hurricane Florence issues. He held three post-Florence meetings with FEMA.
Non-beach issues: The public safety building suffered extensive damage, leaving
the police (west) side of the building inoperable and in need of a new roof A
temporary trailer will be brought in for police operations. As of September 30,
$400K had been spent on debris removal as well as an additional $200K for
overtime, FEMA claims and equipment rental. FEMA will replace the public
safety building generator lost in the storm. This was the costliest storm and the
largest FEMA reimbursement request in the history of Pine Knoll Shores. The
first FEMA reimbursement is not expected until March 2019. Beach issues:
The Shore Protection Office (SPO) will handle the beach portion of Pine Knoll
Shores’ public beach access requests to FEMA. Under the 428 program, FEMA
and the town will agree on a fixed cost for repairs, which will allow the money
to be received sooner. The SPO and Moffat 8r Nichol have estimated the cost
of renourishment to be between $10 million and -$14 million for Pine Knoll
Shores. There has been no change in the timing, with it remaining a 2019-2020
project.
• The Division of Coastal Management and the Department of Environmental
Quality have agreed to allow floodwaters to be drained from Arborvitae Court
into the canal. The town will require certification that the drainage system will
be built based on a certified engineer design and drawings.
• The seawall at the Iron Steamer beach access suffered extensive erosion and
washout during Hurricane Florence. The town owns approximately 1/5 of the
seawall along with Ocean Shore and Beachwalk. The HOA estimates about 300
cubic yards of sand will be needed for both corners at a cost of $14K, The town
may be responsible for 1/5 of this.
Assistant Town Manager and Finance Officer Julie Anderson reported on the
Local Government Commission Survey. She also reported that there has been a good
response to the Tax/Finance Technician recruitment, and she is hoping to have the
position filled and in place by mid-December or early January.
Town Planner Kevin Reed reported that a revised preliminary plat for Maritime
Woods has been submitted for review by the Planning Board and the Board of
Commissioners. The stormwater plan was submitted to the state and approved as a

As we close out 2018 and begin to make plans for 2019,
it is a great time to review Pine Knoll Association’s (PKA)
covenants and restrictions.
• Please submit for approval all building, additions,
improvements and tree removal to the Architectural
Control Committee.
• Fences must be no higher than five feet above ground level.
• “Fuel tanks shall be buried, placed in the basement of the dwelling house or
enclosed in such a manner that [there is] a harmonious blending of the structure
with the dwelling house.”
• “No boat moored in the canals, Bogue Sound or marinas may be used as a
temporary or permanent living unit.”
• “No tent, mobile home, shack, barn, gazebo, covered shelter, boathouse or
outbuilding shall be erected or placed on any lot.... Travel trailers, motorhomes
and boat trailers may be kept on improved lots, provided they are not used for
overnight occupancy and provided further they are maintained in a manner that
presents a neat and generally unobjectionable appearance.”
Remember, restrictions and covenants are to ensure our wonderful neighborhood
remains that way. It is the responsibility of PKA members to do their part in keeping
our neighborhood beautiful. Canal-front PKA property owners are responsible for
maintaining their property’s bulkhead, docks and boat lift(s). All PKA homeowners
are responsible for maintaining their property in neat and generally unobjectionable
