- 2 - NAMED GOM?“!ISSIONER; Larry Jerome, of Oakleaf Drive, was appointed to the Board of Commissioners of Pine Knoll Shores at a CJ^y^AW) ELECTED MAYOR special meeting of the Board on Wednesday, April-23* At the same' time, the Board elected Wayne Cleveland as mayor ot the town, and Bill Dixson as mayor pro-tem. I-fr. Jerome was appointed to fill the unexpired term of Mayor Ken Haller, who has resigned and I4r. Cleveland and Mr. Dixaon v/ere elected to similarly fill imexpired terms of their predecessors. I'Jhen the meeting was opened to comments, Commissioner Natalie Hiltz expressed the opinion that when the selection of Mr. Jerome was made by the Board that consideration should have been given to the appointment of a woman or alternatively, to a representative from the condominium residents for the position. She was supported by two other residents at the meeting. Subsequently in the voting on Mr. Jerome she opposed the appointment. The election of Wayne Cleveland and Bill Dixson was unanimous. In further comment from the audience, it was suggested that the appointment to the Board might have been from the candidates for the Board in last November’s election. However, it was explained there is no precedent for this action; in fact, when vacancies have occurred in the past the same procediire was followed. It was also pointed out that the charter for the Town of Pine fcoll Shores specifies that the Board shall appoint a "qualified person" to fill the vacancy. The final business of the meeting was the designation of Sunday, May 4 , 19S0, as M^r Haller Day. A special committee is presently at irark planning for the affair. See page 4* CHANGE IN BUILDING Richard Stanley, attorney associated with the Carteret Home Builders Association, appeared before the Board on Wednesday, BOND IS REQUESTED April l6, to request an amendment to the ordinance requiring a builder to deposit $500 cash bond prior to starting construction. He was joined by Fred Schnibben, builder, and John Gainey, insurance broker, in requesting that the x\rording be changed to read "a surety bond, or $500 security deposit,” so as not to tie up cash which a builder needs for other purposes. The Board agreed to consider the matter. Charles Gould, from the County Fire Marshalls office, requested the Board to consider membership of Pine Knoll Shores Fire Department in the North Carolina Firemen’s Relief Fund. He described the requirements for membership, methods of funding and benefits to disabled firemen. The Board \d.ll take this under consideration and study. Also in connection with the fire department, Chief 0, K. Foster explained a youthful offender’s program, in which the department vrould cooperate, and which is sponsored^by the Carteret County Lavjyers and Judges Association. He requested that the PKS fire department be authorized to participate in the program in which a first time offender ;ould be assigned to the department for work details. The event the offender failed, or refused, to participate fully he would be remanded back to the Court. The Board approved Chief Foster’s proposal. In Ms quarterly report for the first three months of 1980, Bill Uebele, chief building inspector, said a total of 19 permits had been issued for building construction. He noted that this was 25 per cent below the previous year. -^P^'HiNG AliENDI^NTS At a public hearing on Wednesday, April 16, the Planning Board proposed amendments and changes to the Zoning Ordinance ARE PROPOSED for consideration by the Board of Commissioners. One proposal, vjhich v:as e:cplained by Robert Armstrong, chairman of the Planning Board, was to amend Article VII to change the zoning of approximately
