Volume IV Niimber ? April I983
Ken Haller and Noel Yancey - Co-Editors
At its regular monthly meeting on April 12th, the FKS Board of Commissioners
adopted an **Annexation Ordinance” designed to make annexation of the area between
the western boundary of PIS and Indian Beach effective on July 1, V/ithin the time
frame specified by statute, the annexation is subject to challenge in the Courts by
owners of property in the area to be annexed,
COMMISSIONERS * The *82-'83 budget was amended to increase the funds of the Department
of Streets and Public Property by and to decrease the Town's
unappropriated balance by the same amount. The increase will be used
by the Department to provide a watering system for the grounds of the Town Hall,
Commissioner Johnson regretfully announced that PKS will not receive State funds
for the purchase of a new ambulance, since the sums available for such purposes have
^^een awarded to two other communities,
Don Clements, who had requested time before the Board, appeared there to complain
about the proposed Taylor-Schrum subdivision (see ‘'Planning Board”, this issue). He
stated that he owned property on Oakleaf Drive and asserted that the Board of Commiss
ioners cared nothing about the value of his property. A somewhat heated dialogue ensued
between Mr, Clements on the one hand and the Mayor and Commissioner Johnson on the other.
Apparently Mr, Clements believed that the Planning Board had approved the subdivision,
whereas Board members insisted that only the Commissioners could give a final approval
or disapproval and that they had done neither.
The Finance Officer announced that tax collections of $193,000, are anticipated
and she reported that the Fund Balance exceeds $300,000,
Don Brock appeared on behalf of the owner of Lot 29 in Maritime Place, who had
earlier appealed to the Board of Adjustment for a variance from requirements of set-back
from the ocean. That Board had postponed a decision on the appeal, as reported under
"Board of Adjustment” in this issue. Following considerable discussion, in which the
Town Attorney and Ed Baker (Chairman of the Board of Adjustment) joined, it was decided
that the matter should be left with Mr, Baker's Board. He then indicated his willing
ness to reconvene the Board of Adjustment for a further look at the case.
The Mayor announced that the week of May 8-14 is declared "Municipal Clerk's
Week" in PKS and elsewhere in the State, in honor of those who serve in that capacity.
