At the Board of Commissioners meeting held on August 9th, Commissioner Bill Dixson
expressed his deep concern at the practice of throning grass clippings into the canal.
He stated that it is being done in quantity, that it is a hazard to boat engines, pro
motes algae and is extremely unsightly. As pointed out in the Shoreline*s July issue,
such practices are in violation of Town law and of applicable covenants. The Commis
sioner added that he "hopes” such dumping is being done by persons **who don*t know
better**, but that **if they do*', their acts are simply **malicious”. The Mayor stated that
such conduct must be stopped. He requested that anyone seeing such dumping ireport it
promptly to the Police,
It was pointed out that this year tax bills will be in the form of a card, partly
to decrease the cost of postage. Half of the card is to be returned with payment and the
COMMISSIONERS retained for the taxpayer’s records. Although mailing of the
tax bills will be later this year than formerly, it is hoped that they
>MEET will be sent out in September, Preparation of the bills involves use of
the County's computer, which means that certainty as to date of^mailing is
and impossibility.
Commissioner Gibson reported that installation of the watering system at the Town Hall
has begun, (This is good news to all of us interested in maintaining the beauty of the
place - which means all of us,) He also recommended that the proposed parking lot for
boats and trailers, to be located at the rear of the Town Hall, consist of "open turfstone"
covering the septic tank area, surrounded by marl. It was suggested that the parking area
be built to accommodate about 25 such boats and trailers, recognizing that there is plenty
of room for expansion, if needed. The Board authorized proceeding with construction.
Preliminary approval of the Taylor-Schrum subdivision was considered by the Board,
having already been before the Planning Board as reported elsewhere in this issue. Com
missioner Dixson stated that despite various opinions to the effect that approval could not
be denied, he was "most disturbed" by the proposed development. He expressed the belief
that a subdivision such as that which is contemplated will change the character of an area
near the Country Club to the detriment of everyone. He felt that the subdivision is *'a
condo type operation", with grounds maintained by an association, which approaches commercial
utilization in a residential area. He said that in his opinion approval would border on
■**spot zoning”. Bill Ballantine, the Building Inspector, spoke for the Planning Board and
