Prior to the meeting of the Board, a hearing was held concerning the proposed 87/88
budget. Participation was minimal. One guestion was subnitted in writing reguesting
information as to the need for the present tax rate since the amount of interest would
indicate that there were considerable funds unappropriated. It was explained that the
interest was on all funds available to the Town, appropriated as well as unappropriated,
and therefore did not reflect a sum as large as was assumed.
No individual line items were challenged and the observation was made that the in
crease in expenditures was due to salaries and benefits and did not reflect major capital
outlay. This increase was countered by increase in revenues. No increase in taxes was
•At the regular meeting of the Commissioners the budget was approved and a tax rate
of .19 per $100 will be levied.
The hearing was closed and before the regular meeting was opened at its scheduled
time, Diane Warrender, Clean County Coodinator, made a presentation. Ms. Warrender, as
a part time employee of the County, is charged with developing means to improve the
appearance of the county. The first emphasis is on the control of litter — not only
clean-up but ways to prevent the proliferation of it. She has set up sub-committees to
work toward more government regulation, education projects, recycling programs and public
relations. Guidelines for this program are provided by the Federal -"Keep America
At the regular meeting the proposed Waterway Ordinance, subject of the hearing in
June, was approved.
The proposed ordinance controlling building heights was the subject of much dis
agreement. The Planning Board had rescinded its recommendation when the specification
of stories was deleted in the proposal made by Commissioner Sotir. It was decided that
a work session between the commissioners and the Planning Board should be held in order
to resolve these differences.
