Commissioner for finance, Aubrey Johnson, reported that all town funds are kept in
interest-bearing accounts reported each month and available to be reviewed in the Town
Office. In answer to a question about the Town's insurance, he stated that except for
workmen's compensation, most was underwritten by the State.
The Planning Board and Commissioner Libby have had a busy summer. The Land Use
Plan has been approved by the State Coastal Resource Commission. Mr. Libby moved the
adoption of the amendment to the "litter law" which addresses the problem of responsi
bility for unsightly litter. The motion was approved which will make persons allowing
accumulation of refuse and the like, subject to a $50 fine. Also approved was the
resolution to permit extra-territorial acquisition by Atlantic Beach of some land on the
eastern border of Pine Knoll Shores. Proposed ordinances dealing with unsolved problems
of the town have been returned to the Planning Board for further work: revision of sub
division ordinance; gasoline storage tank placement and protection; and the requirements
for moving houses into Pine Knoll Shores from another municipality. To deal with the
problem of timely construction completion within the town, a policy statement shall be
included with others which accompany the issuance of a building permit. Further, on
the subject of construction, a public hearing will be held to consider the establish
ment of hours within which work may take place.
Building Inspector Blanchard reported that during July three permits were issued
for residences, seven for other permits and three certificates of occupancy. Commissioner
Shedd reports the distribution of marl in worn places along the Town right-of-way has
been completed. His good news was that the Gypsy moths seem to have left town; none were
found this month. The problem of persons putting out trash ahead of the collection dates
and failing to remove the containers promptly continues. Again, owners and renters are
urged to conform to the regulations.
In the emergency services: Commissioner Sotir reports 22 calls for the ambulance.
Inasmuch as Rescue #2 shows signs of age, investigation is imderway to replace it. Com
missioner White reported 196 police calls and 1 fire call which turned into a double when
a car in the halted traffic also caught fire.
The subject of "privilege license" was discussed. It was agreed to review the
present ordinance. The Commissioners vrelcomed Bogue Banks Country Club Board members
Jim Umbarger and Bill Phillips to consider their concerns about damage to the golf
course. The board welcomes their suggestions.
