CIVIL PREPAREDNESS DETACH.AND SAVE The following is a list of actions that should be taken after the storm has passed. This guidance is based on an assumed worst-case situation. RE-ENTRY Monitor television and radio broadcasts for official announcement from the Carteret County Emergency Management Center. DO NOT attempt to return to Pine Knoll Shores or get in line at the Bogue Sound bridges until you are informed from an authoritative source that re-entry is permitted. State Highway Patrols will block the bridges allowing only officially authorized persons to re-enter. Traffic jams at the bridges will delay disaster damage inspection of the towns and re-entry of home and business owners. a. Town officials will be first to re-enter upon notification from the mayor on the Pine Knoll Shores radio frequency or the Carteret County "local government" fre quency. These town officials are: Town Commissioners, police, fire, and rescue personnel, damage assessment teams and appointed disaster recovery officials. b. Not all officials will be called at the same time. The town's streets must first be inspected for downed power lines, undermined roads, washed-out bridges, and other hazardous conditions, before homes and other structures can be inspected. c. When the town is safe for re-entry, holders of the blue Bogue Banks re-entry permits will be notified by official Carteret County announcement over public radio and television. Only the heads of family and businesses should re-enter at this time. d. The general public will be permitted to enter Pine Knoll Shores after conditions are safe and property security has been established. DAMAGE ASSESSMENT A. The Pine Knoll Shores Damage Assessment Teams conduct a quick survey of the town's residences and immediately report any casualties. Within the first ten hours after re-entry, they report the number of structures damaged and the number of resi dences that are uninhabitable or inaccessible due to storm damage. This narrative report is required to enable the Governor of North Carolina to declare a state of emergency and request Federal assistance. It is followed by a detailed report. b. If the Pine Knoll Shores Town Hall is badly damaged, or inaccessible, its emergency location will be announced over public radio and television. c. Upon re-entry, the senior member of each family should make a quick survey of the damages to his property, taking particular note of any hazardous condition. He should then go to the Disaster Information Center [DIC] at Town Hall and report the status of his family and property. The DIC will maintain an information card file on each family, to be used to answer queries from relatives and friends. The person re porting to Town Hall will be informed of any messages for his family. The DIC will advise on conditions within the town, particularly about streets and areas that may be closed due to hazardous conditions. If needed, residents will be given information concerning emergency housing, loca tion of potable water supply, medical assistance, disaster relief, and other important guidance. d. The Pine Knoll Shores Damage Assessment Teams will prepare a detailed damage assessment report on every structure: residences, condos, motels and businesses. This report is required as justification for financial assistance from State and Federal government sources.
