Robert Youngblood and his attorney requested an audience at this meeting in order^^
to seek approval of a revised plan for water runoff at Lots 1-3 in Fairway Subdivision^^
There was much discussion of the status of the request, the alternatives involved, and
just what the procedure should be for this approval. It was pointed out that the Board
of Commissioners could not act until it had a recommendation from the Planning Board.
Whether it will be submitted to the Planning Board or whether the developer will pro
ceed with an earlier plan, which was approved but now considered less desirable by all
concerned, remains to be seen.
Planning Board Rules and Procedures were adopted and will become a part of the
municipal code.
Pursuant to the Public Hearing on the proposed ordinance on noise control. Commis
sioners decided not to adopt it at this time. Contractors will be requested to observe
the courtesy of refraining from noisy construction on Sundays and during sleeping hours.
A second reading of the ordinance change no longer requiring that a member of the
Planning Board also be a member of the Ccximunity Appearance Conrissionwas given
and the change adopted. There will be a liaison person who will attend meetings of both.
Mayor Hanan had several announcements. First came a request from Waste Industries
that persons please observe the requirement that leaves and branches be bagged or
bundled in four foot or less sizes for pickup.
A program of recycling of aluminum cans and paper products is starting, sponsored
by the Clean County Committee of which Maureen Parker is a member. Their notice
follows:

CHANCE!! START SAVING YOUR ALUMINUM CANS AND PAPER PRODUCTS AND ON OCTOBER 28th
AND 29th, FROM 10:00 a.m. to 4:00 p.m., YOU CAN GIVE THEM A "SECOND CHANCE" BY
DEPOSITING THEM IN CONTAINERS IN THE PARKING LOT OF THE A & P FOOD STORE IN
MOREHEAD CITY. TOE PROCEEDS FROM THE RECYCLABLES WILL BE USED BY THE CLEAN
COUNTY CCM4ITTEE TO HELP SET UP A PERMANENT RECYCLING PROGRAM FOR CARTERET COUNTY.
Dead porpoises should be handled with care because of the mystery surrounding the
disease which is killing them. One was reported found in the Sound and the Aquarium,
after making the necessary tests, asked the town to see to its disposal. Please notify
Town Hall or the Aquarium if a dead porpoise is sighted.
Candidates' Night will be held at 7:30 p.m. on October 29th in the Town Hall. This
is jointly sponsored by Pine Knoll Association and PIKSCO and all voters are invited
to attend. This is your chance to get to know all the candidates and help you to make
your choice on election day.
You will be hearing more about Stephanie Goetzinger. She has just moved to Pine
Knoll Shores and an interview is planned. However, she gave the commissioners a brief
outline of what she hopes to do here in her capacity as wildlife rehabilitator. Finding
there was no program here to help distressed wildlife she hopes to start one. She will
be asking for volunteers and donations. For now she will try to handle as many animals
as she can herself on the premises, but outside of the North Carolina Aquarium. She
needs a little more time to get it going, she told us, but she will answer calls to her
hcxne at 247-5767.
Pine Knoll Shores will be a co-host to DOT when it comes to Carteret County to
study highway needs.
