The first proposed change in ordinances concerned the topping and pruning of trees
on the ocean front. Betty Campen spoke of such activity that has been carried on and
presented the commissioners with pictures of the damage it has caused. Pat Webb, Ocean
Grove, stated that it could be done under the supervision of a qualified professional
so that it is beneficial. At the Board meeting that followed the commissioners voted
to approve the proposed change which requires that topping or pruning be done on the
ocean front only when a certified professional has directed the operation.
A change in the Waterway ordinance requiring permits to repair non-conforming docks
be allowed if, and only if, the proposed repair does not increase the size of the dock
and the cost of repair is equal to or less than 50% of the cost for constructing a new,
conforming, dock. This, too, was passed at the meeting which followed.
Commissioner Johnson reported that the fiscal year 88-89 has ended with 100.94%
of revenues collected and 85.92% of expenditures budgeted expended. He explained that
the low percentage was due to the fact that the drainage project that was budgeted is
not completed, the beach access proposed has not been obtained and the Sound channel
dredging could not be done.
The commissioners once again authorized Beverley Blaylock to collect taxes in the
coming fiscal year. Her collection this year was 99.99%, the only outstanding uncol
lected tax being on personal property, not real property, in the amount of $27.
Commissioner Roderick said he now had a commitment from Barrus to do the paving
in mid August.
He has followed up on the complaint about Waste Industries spilling their "juices"
on the pavement and was told that there was a place on the bottom of the truck which
needed to be welded and that this had been done. Ed Olsen, who had asked to be heard,
said that there has been no improvement and that he had called the county Health De
partment who, in turn, had contacted the State Health Department. Roderick will keep
after them to correct this extremely annoying problem.
