WHEREAS, the capacity of the Foundation to meet community needs is dependent on gifts channelled to it, now therefore We, the governing body of the Town of Pine Knoll Shores, hereby designate March as Carteret Public Giving Month, and urge all citizens to support the Foundation by making contributions to it, to become familiar with its potential, and thereby improve the quali ty of life for citizens of today and those of future generations. COMMISSIONERS SCHEDULE WORKSHOP MEETING The Board of Commissioners held a special work session on Tuesday, January 23, to discuss proposals for handling snow emergencies, the proposed water rate increase and several other items. Mayor Hanan reported that the county emergency management has no plan to handle a snow emergency. The individual towns will make their own plans. In the past there was an agreement with Robert Youngblood to use his equipment to clear streets. Commis sioners discussed what arrangements could be made to have snow removal equipment on Town premises prior to a predicted major snow storm. It was decided that the Town Attorney would be asked to prepare a contract for snow removal after Commissioner Blanchard makes contact with Robert Youngblood. The Homeowner Associations which have private streets will be notified to make their own arrangements. No private driveways will be cleaned by the town. Written policy for maintenance of rights of way, security lights, street maintenance, tree removal and for closing town hall was also discussed. The Mayor or the Mayor Pro Tem will decide when an emergency warrants closing and notify all pertinent people. A snow emergency policy will be drafted to insure that there is a contract with a remover, a policy for snow removal and a policy concerning the closing of town hall with notice to those concerned. Mayor Hanan announced that concerned agencies will meet to finalize plans for the deposit of dredge material on the ocean front. Representatives of the Corps of Engineers DOT, CAMA, Bogue Banks Country Club, Beacon's Reach and the Motel Association are asked to attend. Atlantic Beach will no longer furnish office space for a magistrate at their police department. A consensus was reached that it was important to have a magistrate available on the island. Mayor Hanan has been in touch with elected State Representatives to support the town's position against a water rate increase. It was confirmed that in the future the purchase of town tags will be on a voluntary basis. PLANNING BOARD The Planning Board met onWednesday, January 24th. Mayor Hanan stated that the article in the newspaper concerning mail delivery was incorrect. The Post Office will forward all first, second and third class mail for one year. If Pine Knoll Shores residents choose to use Atlantic Beach zip code they should use their street address. Pine Knoll Shores, N.C. and Atlantic Beach zip code. The new Atlantic Beach Post Office may open in April or May. Building Inspector Fulcher reported that during the month of December,$65.GO was collected from permits issued. Three miscellaneous and two certificates of occupancy were issued. The library is coming along very well. Part of the building has been CO'ed. Two offices have been rented and most of the landscaping is completed. Torn attorney Ken Kirkman told Inspector Fulcher that signs on the building would be restricted to cine formal business sign. And there will be no signs on the second floor. The board reviewed a proposed minor rewrite of chapter 21, Section 9, of the Pine Knoll Shores ordinances concerning nonconforming uses.
