A Public Hearing was held on September 12, 1995, on the issuance of $4,000,000 in Water
Bonds. Attorney Craig Bromby, representing Carolina Water Service, spoke against the issuance of
the Water Bonds and objected strongly to the approval of the loan application by the Local
Government Commission. He also stated that if a parallel water system is built it would require a
new source of water and would have a direct impact on the environment. Vernon Harris of Colonial
Engineering rebutted that statement with a map of the floodplain and wetlands in Pine Knoll Shores
showing no construction in those areas. Several citizens asked questions and made statements
relative to the Water Bond issue.
Commissioner Gallo moved that the Board of Commissioners adopt without change or amendment
and direct the Town Clerk to publish as prescribed by the Local Government Bond Act, the bond
order entitled "BOND ORDER AUTHORIZING THE ISSUANCE OF $4,000,000 WATER BONDS OF
THE TOWN OF PINE KNOLL SHORES" introduced at the meeting of the Board of Commissioners
held on August 8, 1995. The motion was duly seconded by Commissioner Musgrave and passed
A resolution was then read at length by Commissioner Gallo calling for a Special Bond Election
to be held on November 7, 1995, for the purpose of giving qualified voters the opportunity to
approve or disapprove the issuance of the Water Bonds in the amount of $4,000,000. Commissiner
Gallo made a motion that this resolution be adopted and it was duly seconded by Commissioner
Musgrave. It passed unanimously.
STREETS AND PUBLIC PROPERTY
Supervac Construction Company will be repairing areas of damaged streets beginning in the
western end of the Town progressing eastward.
