AFTER THE HURRICANE One of the most stressful things that occurs during hurricanes and severe seasonal storms is a massive power outage, Carteret-Craven did an excellent job restoring electrical service after the extensive damage caused by Bertha. Power began to fail midday on the 12th and 90% of the town was restored by 7:30 am on the 13th. Approximately 123 residences at the east end of town were not restored until about 9 pm on the 13th; nearly 100% of PKS had power restored by 9 am on the 14th. The EMC has an automatic alarm system that identifies major sections of town without power. They act upon these alarms without any calls from us. AFTER ELECTRIC SERVICE HAS BEEN OUT FOR A MINIMUM OF (8) HOURS OR UPON OFFICIAL RE-ENTRY FOLLOWING A MAIOR STORM, you may call the PKS town hall number; (247-4353) and give us your power failure report. We will correlate all input and fax the information to EMC. This avoids the time consuming telephone busy signals to EMC and more importantly, is useful to EMC in determining the extent of the damage so they may better manage their resources. You can certainly call EMC directly but may find it easier AFTER A MAJOR STORM, to call our Emergency Management team. NOTE: THIS PROCEDURE APPLIES ONLY TO HURRICANES. PLEASE NOTE: A property owner may place and maintain on street right of ways posts, fences, walls, or stakes 3 feet high, and may plant or maintain trees and shrubs on such right-of-way. Such items however, may not be placed, planted, or permitted to remain within 6 feet of the paved surface of any public street. Overhanging plantings may not protrude within 6 feet of the paved surface at a height of less than 10 feet. Note: Residents who use a GENERATOR during power outages should install a double throw switch. This switch will ensure that power does not backfeed to CCEMC power lines. Your life and the linemen's lives could be in danger without the switch. The alternative to the switch is to turn off the main power switch in your home. ULV and MOSQUITO CONTROL Have you complained about mosquito control vehicles passing your home without putting out insecticide? They are using ULV equipment instead of the thermo-fog machines which left your home hidden in a white cloud of smoke. ULV machines put out a fine mist which is hard to see. What is ULV? It is a new method of dispensing insecticide in very small amounts in carefully controlled droplet sized for adult mosquito control. ULV means Ultra Low Volume. The truck- mounted equipment puts out the insecticide in concentrated form with no dilution. The flow is affected by temperature and is carefully controlled by a meter in the cab of the truck. The drop size is specified on the label of the insecticide. The droplets are small and in a narrow range of sizes which are most likely to strike and adhere to the mosquitoes and other biting flies. The truck must travel at about 10 miles per hour for the insecticide to be applied in the proper amount. Usually only 2 to 4 fluid ounces of insecticide are dispensed per minute (only 1 to 2 gallons per hour). The older thermo-fog machines dispensed 30 to 40 gallons per hour of a fuel oil- insecticide mixture and a tank of propane or some other fuel is needed to heat the mixture before it leaves the nozzle of the machine as a white "smoke."
