Page 6 The Shoreline September 2004 Pine Knoll Association By Marge Green The regular meeting of PKA was held on August 9, 2004 at 9:30 at Town Hall. Police Chief Culpepper was present to answer some of the concerns raised by the members of the Association. The Board of Commis sioners (BOC) is trying to have one member, either a department head or a commissioner, attend our meet ings for information purposes. A great deal of his time with us was spent discussing animals at large but especially dogs on the Beach Strand. Many of the problems result from a lack of thought or plain inconsideration of others by the dog owners. The Town Ordinances, Section 5-1, 2, 3, & 4 covers dogs and I quote, “Dogs which are household pets, may, when accompanied by a responsible indi vidual controlling said dog on a leash in hand not to exceed sixteen feet in length, be allowed on public right- of-way and on the beach strand. Violation of this Ordi nance is a Class 3 Misdemeanor and shall be fined not more than $100. Further the Town may assess a civil penalty in the amount of $50.00 for the first offense and $100.00 for each subsequent offense for violation of said sections.” Some homeowners along the strand seem to feel that the beach area is their back yard and allow their dogs out onto the beach unattended to take care of their needs. Their feces are not picked up and disposed of properly. No one wants young children or adults, for that matter, to walk or play on the beach where dog feces are present. Visitors to our beach area are also a concern and MUST abide by our Town Ordinances. Please do not take offense, when a concerned citizen reminds you of your obligations as a pet owner. Chief Culpepper has assured us that his officers are spot checking the beaches for free roaming animals for your protection and the protection of the turtle nests. For those who might not be aware of it, there is a 72 hour time frame in which you can put out your monthly yard waste. This is picked up on the last Thursday of the month. Some canal owners have seen an Atlantic Beach Patrol boat in our canals. No, they are not patrolling our canals. It just so happens that the officer who performs this duty for Atlantic Beach is also a resident of PKS, and he is either coming home or going to work when you see him. While on the subject of the Pine Knoll Waterway, we hope that everyone has already returned their question naire that you were sent in the mail. It is important that we know how you feel about the Town changing Chap ter 16 of the Municipal Code regarding public waters and waterways. While our local election cycle is over, we are still in the State of North Carolina and the Presidential election period. Our sign ordinances are very clear on the subject. No electioneering signs are allowed. I quote Article V, Section 4, “No sign or billboard of any kind shall be erected or allowed on any Lot other than one “For Sale” or “For Rent” sign, not larger than three square feet eith no rider above or below. “For Sale” or “For Rent” signs must be free standing and not attached to a dwelling or to a tree. Small signs, not to exceed three square feet displaying the owner’s name or the property name are permitted.” I hope you do not feel that I am full of negatives. Sometimes, we all must be reminded of why we choose to live in Pine Knoll Shores. If we posed that question, most would respond that they appreciate the trees, the waterways, and the friendly spirit of the inhabitants plus the general appearance of the Town.
