Page 2 The Shoreline October 2004 September Board of Commissioners Meeting By Yvette Bannen Mayor Lamson read a proclamation in honor of the Trinity Center celebrating its fiftieth year. There was a Public Hearing on the pro posed amendment to the Flood Damage Pre vention Ordinance to add two feet of free board in addition to the base flood elevation. The amendment was later approved by the Commissioners. Appointed for two-year terms on the Plan ning Board were John Mays, Sue McKeand, Gerry Walters and Bill Strube. J.D. Wollard was re-appointed as Chairman of the Plan ning Board. Former alternate Bill Hotham was ap pointed as a permanent member on the Board of Adjustment. Dale Holland, Planning Consultant, gave some information on the Core Land Use Plan and his role in helping the Committee create a specific set of guidelines.The current Core Land Use Plan has been in effect since 1996 and it is being re-written as a more compre The Department responded to 11 calls this month. Average response time was 3.49 min utes. We have applied for a grant through the Christopher Reeves Foundation for a Beach Wheelchairs Program. This program will al low persons in wheelchairs access to our beaches. Specially designed wheelchairs called “Surf Chairs” will be loaned to provide access to the water’s edge. A Homeland Security Grant has been sub mitted for communication equipment which will allow us to maintain communication if the County’s Communication Center should go down. Another grant was submitted for a Fire Prevention & Safety Program. With these funds we will implement a Public Safety Awareness Program and each month a differ ent subject will be offered to the public. Fire extinguisher awareness, exit drills in the home, hensive plan that will go beyond the state- mandated areas of environmental concern. The citizens and the areas that they will represent on the Committee are: Harold Lail, Beacon’s Reach; Bob Vogler, Condo Asso ciations; Gerald Barfield, Commercial inter ests; Phil Matthews, Recreation; Bill Johnson, McGinnis Point; Dominic Baccollo, PIKSCO, and Jay Kocher, PKA. Non-voting members of the Committee will be Mayor Lamson, Public Works Commissioners Ashland and Danehy and Chairman Woolard of the Plan ning Board. Police Chief Culpepper gave his report and added that the abandoned boat is still on the beach pending a plan to remove it.The owner faces a Federal littering charge for abandon ing the boat and will also be responsible if the boat/motor leaks oil or gas. A Homeland Security grant has been ap proved to place Automatic External Defibrillators in our police vehicles. Town Hall and the Public Safety Building. Our File of Life Program will begin next month. This program provides for complete medical history and information to be re corded on a standard form which will be enclosed in a folder. This magnetized folder is placed on your home refrigerator for easy access by Emergency Medical Personnel when responding to a call for assistance. Copies can be available to be carried on your person. A Surf Advisory Program is now in place. Citizens and visitors can call the Public Safety Building each morning after 10:00 o’clock and receive the most current surf conditions A Hazard Mitigation Plan was approved that is needed so that the Town can be reim bursed by FEMA. Unfinished Business: There is a Water Committee meeting September 15 and it is anticipated that an update will be available in a couple of weeks. The 933 Project is still waiting for the funding vote from the U.S. Senate. New Business: Gerry Walters spoke about the Carteret Literacy Council and asked for support for the Annual Business Spelling Bee that is one of its main fund-raising events. Mayor Lamson will be a judge. Citizens’ comments were made regarding the canal and the increased size of boats, different bulkheads, and apparent violations. Questions were also asked regarding the po tential increase in water bills, delivery of the Shoreline and clarification of the Mutual Aid resolution for Police . 2004 or warnings. The Fire & EMS staff and volunteers want to express their appreciation to Barbara Flynt and Betty Lou Schlatterer, members of the Pine Knoll Shores Fire, EMS and Police Auxiliary for their help on the fire call in Beacons Reach. They brought food and re freshments to some very tired firefighters and it was greatly appreciated. Fire Prevention Week is October 3-9. The Fire & EMS team invite the citizens to an open house at the Public Safety Building on Sunday, October 3, between 10 a.m. and 3 p.m. Refreshments will be served. This year Fire Prevention Week features the Test and Maintenance of Smoke Alarms. Department personnel will be available to answer ques tions and assist you. Put this special event on your calendar and plan to attend. Safety Personnel Police Report - August, 2004 By Chief Culpepper During August the police answered 119 calls for service, issued 24 citations, made 157 residence checks and 466 business checks. Calls for Service included 3 accidents, 6 motorist assists, 8 Town ordinance viola tions. Citations included 2 driving while im paired, 17 speeding, 3 driving while license suspended or no license, 2 seatbelt violations. The following cases occurred: Larceny - Items valued at $70 stolen from resident’s boat at Hall Haven. Resident’s two unsecured kayaks stolen from Gamer Park. One kayak was recovered from the water. The festivities will begin at 4 p.m. The Auxiliary is also doing pre-planning for its annual Christmas parade which is scheduled for Saturday, December 4. Organizations wishing to participate are asked to contact Doe Martynowski, parade chairperson, at 247-6367, or by mail at 100 Municipal Circle, Pine Knoll Shores, 28512. She would hope to hear from you by November 29. This year the parade will step off at 10 a.m. from Oakleaf Drive and Salter Path Road and move down Oakleaf to McNeil Park. A reception for participants will follow at Town Hall. The officers of the Auxiliary for the coming year were installed at the June meeting.
