Page 2 The Shoreline August 2006 Police Report There were 108 calls for service during June, including 6 accidents, 7 assist other agencies, 7 assist Fire/EMS, 3 domestics, 29 town ordinance violations, 19 welfare checks, 13 alarms and 14 open doors. Fifty citations involving 61 charges were issued , 1 for driving while impaired, 13 speeding, 2 driving while suspended, 6 seatbelt violations, 1 drug violation, 11 alcohol violations, 27 other and 8 warning tickets. There were 94 residence checks and 415 business checks. Police Chief Culpepper reported that traffic has increased due to the reopening of the aquarium, but everything is running smoothly. Emergency Services Report During June there were 22 EMS calls, 9 required transport and 3 required Paramedic assistance. Average response time was 3:05 minutes. There were 25 fire calls, 14 for activated alarms, 4 structure fires, 3 water rescues, 3 service calls and 1 brush fire. Average response time was 3:50 minutes. Members logged 268 hours of training during June. Eight commercial properties were inspected and 16 violations were cited. Two bum permits were issued. IStk year as a bmter The Pine Knoll Shores Board of Commissioners is expected to vote at its next monthly meeting Aug. 8 on how to proceed with a proposed town charter amendment that would change the form of government from mayor/council to council/m anager. A public hearing on the much-discussed proposal was held at the July 11 meeting of the commissioners. The change in the form of government can be made in either of two ways. The town board can simply pass an ordinance to that effect, in which case citizens can petition for a referendum on the action at the next municipal election, or the board can vote to put the question on the ballot. Indications are that the board is prepared to embrace the latter course of action. A vote could have been taken on the charter amendment at the July meeting, but that wouldn't have been in line with requirements to place the question on the ballot this November if that was the method chosen. State statutes require that action to place a referendum on the ballot must come within 90 days of the election. The timing wasn't right in July, but will be in August. In other business at the July session Tax Collector Connie Shelton reported that as of June 30100 percent of taxes for 2005 had been collected. There was discussion about revisions to the town's cash management policy. Commissioner Ashland proposed accepting the changes, but there was no second. Commissioner Petermadeamotion to keep the policy as it is and this passed 4 to 1 with Ashland dissenting. Commissioner Peter reported that the planning board is working on a number of items, including the width of private streets, water run-off, and the 35-foot height building restriction. It was voted that the static line of vegetation on the beach not be changed, and a temporary ordinance was passed aimed at eradicating vitex rotundifolia (beach vitex). The measure will go to the planning board for refinements. The mayor reported that the 933 Project is moving ahead. There is a question whether there is enough federal money for dredging the outer channel completely. The FEMA Project (replacing sand lost during Hurricane Ophelia) will perhaps start in January utilizing sand from an ocean disposal site. Volunteers Needed Terms expire and vacancies occasionally occur on the Pine Knoll Shores Board of Adjustment, Planning Board and Community Appearance Commission. A list of interested individuals is kept on file in the town clerk's office. It is time to update this information. Pine Knoll Shores residents are encouraged to serve an appointed term or fill an unexpired term when a vacancy occurs. A volunteer form may be filled out online at www.townofpks.com or picked up at Town Hall. The commissioner who oversees that particular department reviews the information and makes a recommendation to the board of commissioners for final approval of the appointment. If you are interested in serving on the board of adjustment, planning board or community appearance commission please complete a volunteer application and return it to Town Hall.
