Town Hall 247-4353 Arbor Day Tribute - Members of Pine Knoll Assn. and PKS Garden Club gathered at Hall Haven Marina on Arbor Day March 16 to plant a tree in memory of former PKA president and town commissioner Jay Kocher who passed away a year ago. It was one of three Arbor Day events held in town. Earlier in the day the garden club sponsored ceremonies at Salter Path Road and Mimosa Drive where trees were planted in memory of Joan Bone and Kit Fredman, members who passed away recently. And finally, at town hall, the Community Appearance Commission conducted ceremonies at which a tree and a memorial stone were dedicated to the memory of Kit Fredman. The gathering also took note of the fact that Pike Knoll Shores has again been designated as a Tree City USA by the National Arbor Day Federation. This installment will tell you a little about A. C.(Alton Carlyle) Hall, the healthy and vigorous 80-year- old owner and proprietor of the Atlantis Lodge, a very special resort motel on a beautifully wooded, oceanfront site that is more like a private club than a hotel. The Atlantis is personally staffed by A. C., his wife Dot, his daughter Dorma and ten other great employees. Hall bought the Atlantis property from Shelby Freeman in 1960. Hall,whosefamily built and owns the Atlantis Lodge in PKS, to do the planning for the development? Later, when Don Brock was the engineer for the canal that threads through the eastern end of the town. Hearth hired Brock to be the salesman for the development. George McNeil was their attorney and Charles King their surveyor. These are some of the people behind the names Hall Haven, Brock Basin, Hearth Cove, McNeil inlet and other facilities the A. C. & Dot Hall Retiring Marine Administrator Named First Town Manager By Bill White A Marine Corps lieutenant colonel with a master's degree in public administration has been chosen to serve as the first town manager in the 34-year history of Pine Knoll Shores. Brian J. Kramer was named to the post by a unanimous 5 to 0 vote of the board of commissioners at a brief session prior to the board's annual planning retreat Mar. 15 at the Trinity Center. By the time you read this he will have retired from the Marine Corps (as of May 1) and is scheduled to assume his duties in PKS May 14. Kramer was awarded a three-year contract at a base salary of $70,000 a year. It also provides for a $300 a month travel allowance and the same benefits available to other town employees. He was one of 30 applicants for the town manager position. Commissioners narrowed the field to four and interviewed three of those, with Kramer being the only one recalled for a second interview. The town manager position was created last year when the town board Brian J. Kramer voted to switch from the mayor/ council to the council/manager form of government. That action was later ratified by PKS voters in a referendum at the November General Election. Former Town Administrator Betty Carr has been serving as interim town manager since Jan. 1. She will assist in the transfer of responsibility to Kramer and will likely be given new duties. Under the council/ manager form of government the town manager is responsible for hiring and firing. The town administrator did not have that authority. In advocating the change of government town officials indicated they felt that the increasing complexity of handling municipal affairs in an evolving community such as Pine Knoll Shores required the involvement of a fulltime professional with the training and experience to not only serve locally but interact with agencies at all levels of government.
