Page 2 The Shoreline January 2008 December Commissioners Meeting By Yvette Bannen Police Report During November there were 91 calls for service, including two accidents, three assist other agencies, five assist fire/EMS, one town ordinance violation, 46 welfare checks, six alarms and one open door. Also, there were 54 citations involving 62 charges, including two driving while impaired, 19 speeding, 10 driving while suspended, 10 seatbelt violations, three alcohol violations and 18 other. Twenty- one warning tickets were issued. There were 116 residence checks and 461 business checks. Emergency Services During November there were 21 calls for service, five of which were for EMS. Three patients were transported and two required paramedic assistance. There were 16 fire calls, eight for activated alarms, five service calls, one vehicle fire and two structure fires. A total of 203 hours were spent for training. No new inspections were conducted during November but time was spent issuing permits for previous violations. Kramer's Korner A monthly report from Town Manager Brian Kramer on items of interest going on at town hall. Bridge Inspections- The state will inspect both of our bridges in the near future. This is part of a normal bi-armual inspection schedule. Mimosa Bridge Replacement- We have received "Requests for Proposal" from 14 engineering firms. We will soon pick one and then meet with the DOT to scope out the project. The issue of widening the canal coincident with replacing the bridge is still in question. I owe the commissioners more information on costs associated with this. Condition of the Castle Hayne Aquifer/ PKS Water- As the drought continues to intensify, we called the N.C. Division of At the beginning of the morning work session there were two presentations. One was the Fiscal Year2006-07financial report by G. Lee Carroll, CPA, and the second a beach update by Greg "Rudi" Rudolph. During the regular meeting the auditor's report was accepted. Certificates of appreciation were presented to Jodi Isakson and Sloan Freeman whose terms on the Recreational Advisory Committee had expired. Jodi Isakson was later approved to serve a new three-year term on the committee and applications will be reviewed to fill the other open seat. Julie Anderson was approved to serve as deputy town clerk. An agreement between the town and NCDOT was approved to have both bridges in town inspected and the town would like to have a written report. The town's share of the engineering cost is $1,000. Because there is on-going discussion of what constitutes a single-family dwelling, there was a call to have a public hearing at the January BOC meeting. The discussion Water Resources (DWR) to get a better understanding of the condition of the aquifer from which we draw our water. The short story is that the aquifer, which runs from the great state of New Jersey to South Carolina, is in solid shape. A monitoring well that DWR has in Atlantic Beach, which is more than 800 feet deep, shows the same levels now as in April of this year. We are nonetheless still in severe drought condition here in PKS, due mainly to salt water intrusion concerns. Our PKS water system wells are approximately 200 feet deep. The bottom line is that it is not likely we will run out of water, as opposed to our friends out west who are drawing from reservoirs and lakes instead of giant aquifers. We do have to keep an eye out on the condition of the water we draw to ensure we do not have any issues with intrusion. Road Maintenance-We have identified some areas of town that require road revolves around how many kitchens are allowed. A draft of the ordinance will be posted and will also be available on the town's web site (townofpks.com). By the end of January an engineering firm will be chosen to design the new Mimosa Blvd. bridge and fix the bulkheading at the same time. Whether the canal will be widened at that point will depend on the design. Commissioner Bill Ashland, who is retiring, was recognized for his term on the BOC and he in turn thanked everyone on the staff for their help. TownClerkRondaLambertadministered the oath of office to Joan Lamson for her third term as mayor, to Bob Danehy for his second term as a commissioner, and to Clark Edwards as a new commissioner. There was a short recess for a reception and, when the meeting resumed, Lois Jean O'Keefe was thanked for preparing the food and refreshments. Bob Danehy was appointed to serve as mayor pro tem during the coming year. Other appointments will be announced in January. patching. Ernie Rudolph will soon have a schedule out that will let all know what will be worked on and when. Army Corps of Engineers (ACE) Dredging Project-The ACE project that I reported on last month has been delayed until mid-January. Christmas Parade-The parade was a huge success. This was due largely to the planning efforts of three ladies, Kay Spiegelberg, Kay Howe and Betty Lou Schlatterer. Many others helped with reception set-up and parade staging. Kay Spiegelberg, who started the planning back in August, has indicated she would like to gracefully hand this off to another citizen next year. In keeping with the volunteer spirit of the town and the citizen-led flavor of this event, I am looking for a person who would like to do this. Please contact me. Next year's parade is Dec. 6.
