Town Hall 247-4353 It Just Keeps Growing By Jill Cross Pine Knoll Shores' third annual kayak race was a huge success—bigger and better than ever. Added to the event this year was a reception at which the wounded warriors (disabled veterans) were honored. Sharmon Book, a woiinded warrior himself, sang a song that he wrote, "Hope for the Warriors," which sent chills up everyone's arms. In addition, he sang the national anthem at the event itself, which was very special, particularly after watching the color guard in action right before he sang. Another new addition to the event was the bike race/ ride, which started at McNeill Park, as Mike Hargett had suggested. Mike is one of two new members on the Recreational Advisory Committee (RAC)—the other being John Brodman, who was on Mike's team. There were 100 entries, and military motor bikes decked out with flags lead the bike race, which, along with the flag decorations Mike and his team put up along the McNeill bridge the day before, made it very official indeed. The kayak race at Gamer Park, after the bike race, was well attended, with 73 entries compared to 58 entries last year. Gamer Park was decorated for the event and looked spectacular, thanks to the Atlantic Beach Kite Shop (the Dixons), who lent us four beanpole-tall Continued on page 3 Town Budget The Fiscal Year 2010-2011 (FY10-11) Budgfet for the Town of Pine Knoll Shores, passed by the Board of Commissioners in June, met the reqviirements of the state statutes in that a public hearing be held and that the budget itself is balanced. The budget is designed to achieve the following: • Promote the health, safety and well-being of residents • Develop and implement plans for continuous improvement of the town • Encourage participation of residents in service of the town This armual budget includes several separate fimds, the largest of which is the General Fund. That fund is designed to enable the various departments to provide services to citizens, while also maintaining an affordable tax rate and protecting citizens by providing a well-trained,well-led Public Safety Department. Factors considered during the development of the FY 10-11 General Fund budget included: • Modest increase in revenue from sales and use tax • No change in current real-estate values • Certain inflation-driven increases The F Y10-11 General Fund budget maintains the 11.5 cent per $100 assessed valuation ad valorem tax rate and anticipates total revenue of $3,145,000, a $351,100 decrease from the previous year. The following items are included in this year's General Fund budget: • All debt service requirements • Minimum fund balance allocation • Targeted merit salary increases • Targeted sidewalk projects • Increase in state retirement contribution • Increases in insurance premiums, e.g., medical, workers compensation, property and liability •Capital projects requiring $300,000 The following items are not included in the General Fund: •Employee cost-of- living adjustments • Cell tower revenue (redirected to the Water Enterprise Fund) Continued on page 4 Scholastic Achievement The National Society of High School Scholars armoimced that Shane Winslow, a rising junior at West Carteret High School from Pine Knoll Shores, has been selected for membership. The Society, which was organized in 2002, invites and recognizes only those students who have achieved academic excellence. The armouncement was made by the National Foundation of High School Scholars' founder and chairman, Claes Nobel, the senior member of the family that established the Nobel Prize. Shane was also awarded the Bronize Medal for outstanding academic achievement by Carolyn Heller, Principal of West Carteret High School, on May 13,2010. In addition, the National Youth Leadership Forum on Medicine, affiliated with George Washington University and George Mason University, has invited Shane to participate in a 2010 summer session focused on medicine that is held in Washington, D.C.
