COMMISSIONERS* MEETING
By Yvette Bannen
At the June 14 Pine Knoll Shores Board of Commissioners’ (BOC) meeting,
there were two public hearings. The first was on the FY 2011-2012 budget. One
citizen commented that her real estate had decreased in value by 30% after the
re-evaluation, and she expected that her tax would decrease by a similar amount,
but that was not the case. Work started on the budget in February, and after many
meetings, a revenue-neutral tax rate of 15.6 cents per $100 was realized. Due to the
2011 re-evaluation, this .is an increase of4.1 cents per $100. No reserve funds were
used to balance the budget. The budget was approved unanimously.
The second public hearing was in regard to an amendment to a zoning ordi
nance for Roosevelt Beach for four lots in particular and the setback from the
beach. There were no comments, and later, after much discussion, the commission
ers adopted the amendment. Commissioner Danehy thanked the Planning Board
for its work.
Town Manager Brian Kramer reported on some ongoing projects. The survey
work and preliminary design work has been done for the sidewalks, but now the
Department of Transportation is requiring additional work. Also, there is a good
possibility the Mimosa Bridge project wont start until Fall 2012 because of delays.
Under unfinished business, there was a lengthy discussion regarding a limited
business use permit for outdoor display of seasonal items on property located at
112 Salter Path Road. The vote to approve was unanimous.
The town manager reported on available options for having a backhoe for emer
gencies on a retainer or under contract. Questions were raised about how often a
backhoe is needed and also if this is in the budget. Currently, it is not.
Under new business, there was discussion about surplus town property to be
electronically auctioned at GovDeals.com. A resolution on the matter was adopted.
Also under new business, Richard Seale was re-appointed as Chairman of the
Board of Adjustment.
Since 2008, there has been a second regularly scheduled BOC meeting each
month, but more often thdn not, it has been cancelled because of lack of business.
Instead, special meetings are called as necessary.
