A new winner is selected every six months. Evander H. Rowell has joined the Fieldcrest Engineering Department, Eden, as a sanitary engineer. He replaces H. E. Wil liams who retired under the Pension Plan after 43 years of continuous service. A graduate of Virginia Polytechnic Institute and State University with a B.S. degree in civil engineering, Mr. Rowell also holds the M.S. degree in civil engineering from Virginia Tech. He previously was employed by the Virginia State Water Control Board as director of the division of applied technology for the Southewst region with headquarters in Abingdon, Va. Mr. Rowell served in the Army Medical Service 1971-1974 as a first lieutenant. Prior to his Army service he was employed as a design engineer by the Lockwood Green engineering firm in Spartanburg, S.C. A native of Newport News, Va., he is married to the former Mattie Manley of Wythe County, Va. They have two daughters, Leigh, two years old, and Alli son, five months old.
