The General Assembly of North Carolina do enact: Section 1. That no diild under twelve years of age shall be enjploy- ed or work in any factory or manu facturing establishment within thi.s state: Provided, this act shall notap- ply to oyster canning and packing mauufacturies in this State, m lieiv said canning and packing manufac tories pay for opening or shucking oysters by the gallon or bushel. Sec. 2. That not exceeding sixty- six hours shall constitute a week’s work in all factories and manufact uring establishments of this State, and no person under 18 years of age shall be required to work in such factories or establishments a longer period than sixty-six hours in one week: Provided, that this section shall not apply to engineers, firemen, machinists, superintendents, over seers, section and yard hands, office men, watchmen or repairers of break downs. Sec. 3, All parents, - or persons .standing in r;.|ation of parent, upon hiring their children to any factory or manufacturing establishment, shall furnish such establishment a written statement of the age of such child or children being so hired, and any such parent, or person stand ing in the relation of parent to such child or children, who shall in such written stltemeut misstate the age of such child or children being so employed, shall be guilty of a misdemeanor, and upon conviction shall be pun ished at the discretion of the Court, Any mill owner, superintendent or other person acting in behalf of a factory or manufacturing estaolish- ment who shall knowingly or wil fully violate the provisions of this act shall he guilty of a misdemeanor, and upon conviction shall be punish ed at the discretion of the Court. Sec. 4. That this act shall be in force from and after January 1st, 1904. In The General Assembly read three time; and ratified this 6th of March, A. D. 1903. Should the Wife have an Allowance? Should the wife have an allowance, a definite sura set apart out of the family income for herself, or should she have to ask her husband, as if it were charity, for money with which to buy her hats, gloves, rib bons, and the thousand and one need ful trifles? Men are apt to think that, because women do not do the work for which they (the men) are paid, they have no part in earning it, and are sooner or later inclined to ask, “Where is the quarter I gave you yesterday?” Marriage is apartnership in a special sense, in which the man is generally the bread-winner; hut it by no means follows that the woman is merely an ornament or a doll ar rayed in pretty dresses or house gowns. In the ideal home the wife bears her share of the burdens that must come, it would seem, to all of us. She keeps the house more or less elaborately, according to the circum stances. If she has one servant or more, her burdens take other forms than as if she did her own work. If she has children, there is the re sponsibility of caring for them and training them. The mother’s influ ence upon her children for good or evil is very great. If there arc guests at the home, the matter of entertain ment largely devolves upon the wife. Her duties are multifarious, and, when she has done all, she is e.xj)ect- ed to he a companion for her hus band, and to be interested in the things in which h>- is interested. All this is just as much the ci'ntribution to the household hapiness and coni- tort as the money the husband brings home every week- lu business mat ters the wife should be treated like a business partner; she should have an allowance, and should not have a false sentiment about asking for it. —Religious Herald.
