The fault is in Plan “R”, the only system of selecting members of . the council off.-red the vote is when the proposal to change from the commission to the city manger form of government Mvas presented to the Raleigh doctorate. 1.1 a-i; * h ought t.o !.: • the oppoif unity, before the next city election, of choosing between Plan "R " and sump alternative in thod, either of voting for candidates iio ming to represent specific geographi cal ureas of the city, or some type of cu ndative or preferential voting. There is no reason to believe that the • w-•• rubers elected this month to the city woineil would consciously fail to do '■ hot i-ioy consider best for all of Raleigh, .but the fad remains that with the great E-y of ice council members residing in a limited area of the city, other areas ia.ul their needs might be relatively neg lected simply because there is no on .one on the council to speak for them. Bus service in the southeast quarter of the city might be a good example of what w>- mean. PRETTY GOOD NOT ENOUGH “Doll" Haywood made a pie tty good showing in the city election. But "pretty good" is not good enough. Mr Haywood I should have, been elected. Why did he fail of election? There are several factors which entered into the situation. One of them was that the campaign to elect a Negro to the council, an aim which- was recognized as proper and praiseworthy by most Negroes and a large number of white persons, got a slow • ta.it, and a late one. The campaign should have begun months ago, with a concerted effort (1 > to get qualified Ne groes registered: (2) to enlist the support .of interested while pel -on--, so many of whom recognize the fairness of the pro’ position that Raleigh\s large colored mi nority, under a s >eial . worm which at so many point: differentiate ! between while and black should have (inert. n-pi'PseUi.e lion on the ci v A governing 1 ody.
