Played up in a full page box on page 16 of Time magazine for April 21, is an article en titled: “The Negro Crime Rate: A Failure in Integration.” If ever a journalistic report is read critically, this on? should be. It is a subtle piece of propaganda that on the surface gives the impression that the editors are putting in a plug” for integration of the Negro into A merican life. But throughout this report are many sub tle innuendos that can easly provide amunition for segregationists who want to blast away at all sincere efforts to implement the Supreme Court’s decision of May 17, 1954. In summary form the Time’s article reports that “in 1.551 U. S. cities, according to the FBI tally for 1956, Negroes making up 10 per cent of the U. S. Population, accounted for a bout 30 per cent of all arrests, and 60 per cent of the arrests for crimes involving violence or threat of bodily harm— murder, non-neghgent manslaughter, rape, robbery and aggravated assault. In one city after another, the figures— where they are not hidden or suppressed by politicians—reveal a shocking pattern. Items: “NEW YORK (14% Negro). Os the prison ers confined in houses of detention last year to wait court disposition of their cases, 4a c , o the males and 65% of the females were Ne groes. . • “CHICAGO (15% Negro). In 1906 twice as many Negroes as whites —1.366 to 679 were arrested on charges of murder, non-neg ligent manslaughter, rape and robbery. “DETROIT (25% Negro). Two out of three prisoners held in Wayne County jail are Ne groes. Last month 62% of the defendants pre sented for trial in Recorder’s Court were Ne groes. Os last year’s 25.216 arrests for homi cide, rape, aggravated assault, robbery, burg lary, larceny, traffic cases, Negroes accounted for 12.919. ’ “LOS ANGELES (13% Negro). In 5956 Negroes accounted for 28% of all arrests, and 48% of the arrests were for homicide, rape, ag gravated assault, robbery, burglary, and auto theft. Negroes Below Whites Tn several of the daily newspapers, we read of a psychology professor at Randolph-Macon. Woman's College in Lynchburg, Virginia, who has written a book, The Testing of Negro In telligence. The book concludes that the intelli gence of Negroes in the United States is con sistently lower than that of whites. The author of the book is Dr. Audrey M Shuey, who is chairman of the psychology de partment of Randolph-Macon Woman’s Col lege. The Associated Press review of the book said that the author found that “Negroes have averaged consistently below whites on the in telligence tests and the results point to some native differences between Negroes and whites as determined by the intelligence tests,” There has been a “remarkable consistency” in the tests results, Dr. Shuey said, regardless of whether they pertained to school or pre school children, to high school or college stu dents, to the draftees in World War I and World War 11, to the gifted or the mentally deficient, the delinquent or the criminal. The book by Dr. Shuey contains a foreword by Ds. Henry E. Garrett, professor emeritus of psychology at Columbia University ami visiting professor this spring at the Univer sity of Virginia. According to Dr. Garrett, the volume by Dr. Shuey is “a legitimate scientific enter prise.” “J welcome every honest effort to aid Ne groes in improving their status as American citizens, but f do not believe that it is neces sary to 'prove' that no racial difference exists, nor to conceal and gloss over them, if found, in order to justify a fair policy toward Ne groes.” Dr. Garrett wrote in the foreword. In this book, Dr, Shuey, a graduate of Co We Need A Negro Congressman The time Is “ripe” for a Negro Congressman from Wake County to take t. "eat in the North Carolina General Assembly when .the elections are run off in May. The Negroes of Raleigh and Wake County now have opportunity to make this possible. The candidate this year for one of the three seats from Wake County is Nelson H. Harris of Shaw University. The Congressional district in which Wake County is located is a “natur al” for the election of the first Negro Congress man since the period of Fusion politics, 1890 to 1901. * There will be, without doubt, white men who will aspire to fill these seats. While we look not at the things which are seen, but at the things which are not seem for the tilings which are seen are temporal; but the things which are not seen are eternal. —II Corinthian#, Chapter 4:8-18. “SAN FRANCISCO (7% Negro), The vic tims in 869 of last year’s 1,564 recorded rob bery cases reported that the assailants were Negroes.” We believe that the crime figures cited in the Time’s article are correct, since they were taken from the records of the FBI. This gov ernmental agency is capable, thorough and enterprising, and the facts coming from its files must be considered accurate. It is regrettable, however, that Negro crime is widespread, and we are urging the proper police agencies to deal with the problem in a stem manner—both preventitive and rehibili tory. The article also said, “Negro leadership could make a start toward lowering Negro crime rates by abandoning the conspiracy of concealment and urging full disclosure of the facts to be met.” To charge Negro leaders with “conspiracy” is a serious indictment. The CAROLINIAN knows that here in Raleigh there is no “con spiracy” to conceal Negro crime Fact of the matter, the stinging criticism of the Negro press is that it plays up too glaringly “Negro crime”, resulting from the profit motive to in crease circulation. The question frequently put to this newspaper is: “Why do you pub lish so much crime?” In conclusion the- Time’s report asserts that “Negro crime is basically a symptom of a fail ure in integration” and urged us to “start at tacking discrimination in the North with the same fevor that they (Negroes) show in argu ing for civil rights in the South.” The idea, that an all-out fight against dis crimination and the implementation of inte gration will in the long run be constructive forces in reducing the crime rate among Ne groes, is a happy thought. And if integration will be a leavening force that will make the United States society accept the Negro on his human merit, we certainly are for this solution one hundred per cent. For this happy thought, we can say to Time magazine: “We agree with you.” .-■•u,. lumbia University said its conclusions are based upon more than 288 intelligence teats given to white and Negro children and adults over the last 49 years “by many sociologists and psychologists.” We have some doubt as to the reliability of these tests results in helping a researcher to reach conclusions regarding the intelligence deficiency of Negroes as compared to whites Certainly, 288 subjects are not enough to draw conclusions regarding the intelligence of ap proximately 17 million black citizens. We would have more faith in the study if it in cluded, let us say. 2.000,000 Negroes. In the newspaper report, Dr. Shuey is cred ited with saying, “The scientists who gave the tests themselves recognized that environment and stimulation influenced scores on the tests.” From our knowledge of intelligence tests, race, is not a reliable basis for study. The two factors that really count are: mental capac ity or potential, and environmental stimula tion. We do know this, however, that Negroes in many areas have not been exposed to as many cultural influences as whites in their same age group. For example, a black child in the Mis sissippi Delta very seldom leaves his immedi ate residence. Certainly he does not get to tra - vel, to see operas and stage plays, to visit li ’ braries and museums, and so on. These en vironmental deficiencies will, in a large way, influence intelligence tests results. It is regrettable, that many people will not i read this book critically. Already a number of Southern school officials are saying that de , segregation of schools should be delayed be , cause Negro students are intellectually and academically inferior to whites in all grade levels. The findings in this book will only give them arguments for confirming their beliefs. been published in our daily newspapers. Cer tainly, we can “pick no quarrel” with them. Since Negroes constitute about one-third of the population in Wake County and Ra leigh, we believe we have white friends who will help us in. our campaign to elect Nelson H. Harris. If their advice is sought, we do not see how in good conscience, they could be a party to further denial of the desire of Wake County’s Negro voters to have one of the three congress men a man of their own race. When the curtain rings down on the voting arena in May, let it not be said of you that you did not “move a foot forward" to the polls. LITTLE LOCK EOT MAY NOT MARCH WITH CLASS One of the eight remaining Negro students in the Central High School at Little Rock, Ar kansas, is due to be graduating quite soon. Graduation day is one of the happiest days in their lives, For this boy, the chances are that he will remember his gra duation with mixed emotions. News emanating from Little Rock indicates that segrega tionists are planning to keep this lad front marching with the gra duating class. He has already been barred from the normal ac tivities which precede gradua tion. To such depths Is it possible for adults in s civilized community to descend to wreak their ven geance on a helpless lad? The Little Rock incident illus trates as nothing else can what happens when cne temporizes with the forces of evil. Had President E'sonhower made it plain to the Governor of Ark ansas, when the latter visited him, that he expected him to obey the law' and see to it, as Governor that the ISw was en forced in Arkansas, there would have been much less trouble. The federalized National Guard, composed of white Ark ansans who are in sympathy with the rebellion, and the school authorities have been de relict in the performance of their duties. There yet remains time for the Administration to thought of making a life, he au tomatically sets in motion his lower animal traits that easily give over to sin and strife. 6. Thus his outlook becomes uncertain and clouded with dis may. making it difficult to see God’s face despite the bright ness of the day. . . all because the "god. of self interest” comes closest to his heart and materiel things rated highest, that keep him and God apart 7, How true this is in days like these, when men do things for self aggrandizement, personal gain and ease; such a one-sided spirit can’t build a happy world, as long ns men serve false gods, and a flag-of-truca with Satan unfurl. 3. IT MUST BE BONE Deep South states, in their frantic, desperate effort to block desegregation of the schools, have, since May 37, '54, poured more than $2,000,G<30 into their efforts to circumvent, or negate, the United States Supreme Court decision of that date, that outlawed segregation in the public schools, Virginia, usually unimpeach able sources report, has spent $508,000 in its "massive resis tance" program—generally con ceded to be a failing effort, but being doggedly continued. Geor gia has poured away nearly $500,000, Alabama, in a cam paign of vote denial, intimida tion. oppression, and economic pressure has expended a half million. The money and support come from the taxpayers themselves, unsuspecting though they may be, from wealth racist segrega tionists from While Citizens councils, and other hate groups, that, In their delaying action campaign, are counting heavily on the incapacity, or inadequa cy, of Negroes and Integration l:st* to wage Tong drawn out fight® in the courts and on leg islative fronts. The segregationists' strategy Is simply to outlast those fighting for equality and democracy; to beat them down with more easi ly available and superior re source®, toe forcers of hate con trol because they are in power, e power that, along with segre gation, they are struggling furi ously to hold. By holding on long enough, the segregationists, although they know the law is against Ihem, reason that the least they will be able to do is forea Ne groes to accept “voluntary seg. relation"—to “choose” and a?k for Jim Crew school*. Does the fight, then, resolve itself to which side ‘can last* the longer That, unquestionably, is an important factor. And that poses a challenge to those seeking simply Justice, equality, constitutional govern ment and inherent rights which they never should have been de are being exposed to destructive files that burn away every sense of guilt, and cause all worth while things to droop and wilt. 10. This is the tragic end that - comes to all "false god” wor shipers, whose gods appear able to supply all their needs, only to discover later, that what they took to be valuable prevender, nniv 11. The “false gods” of Avar ice, Pride, self-love and mater ial gain, have too long had a no torious reign, and such evil prac tices will continue to endure as long as men's hearts continue impure; new light must come, and only from above, from the one and true God only, who is , LOVE 12. He is the light that can turn turn night into day. He is the light, that can soothe pain a way, the Light Divine that never goes out. . . the Light that cau ses the halt and blind to shout; It is the Light from the ONE TRUE GOD all mankind must serve for spiritual control. . . . It is JESUS THE LIGHT OF WORLD, nied in the first place. Toe challenge must be met squarely, and with full know ledge of its terrific impact. It must be met courageously with a readmes to sacrifice for vic tory. Those who would be first class citizens must now, as never be fore, resolve to take not a single backward step. They must give money, much money, to continue to meet the opponent on eon: l footing, in court litigation and it:? ramifications. SAN ANTONIO REGIS TER VIGILANTES Citizens of North Carolina are heartened by the dispatch and determination with which Old North State courts are handling cases involving klan attempts at violence and group intimidation. Within a week after Judge Wil liams had sentenced the itiner ant Reverend James (Catfish! Cole of Marion, S. C., and one companion, for inciting to riot in the I.umberton klan-Lumboo Indian fracas, we read that sim ilar summary justice has been dispensed by Judge 7ob Nettles of Mecklenburg County. There Lester Caldwell and two companies were sentenced on March 20 to severe prison terms- for attempted dynamiting of r Negro school. Whether these same klr.varn habitues were al so responsible for the dynamit ing of Jewish synagogues in Gas tonia end Mecklenburg counties was not; established by the court. That such outbursts of vicious prejudice will not quickly find repetition scorns assured now that Governor Luther Hodges* warning of January has been Implemented by the courts. If the governors and the judi ciary of some neighboring states could be prevailed upon to show like decisiveness in upholding the civil peace and the laws of the land, the lunatic fringe which still holds with violence and vigilanteeism would itself be intimidated Into compliance. Here the bus driver stopped at a diner cabin which he an nounced as a good place to cat (for white folks, that isl>, We knew, in the first place, that tills was not an eating place lor the Sons of Haw. When the bus driver said, “A colored lady in the kitchen will fix something for you.” both Cornyard and I answered that we were not hungry. Apparently the bus driver understood what wx meant, and he offered to drive the three lone Negro passengers a half mile away to the nearest colored case. This, we also de clined, for we had our pride as Sam Cooke would have croon ed. MIDWAY BETWEEN Atlan ta and New Orleans, our Thu: - . liner ran out of gasoline. We had to wait two hours. Mean while the bus driver thumbed a ride down the road and brought back 10 gallons of gas, but the bus wouldn’t start. He sent for ten more, and still it wouldn't start. (Maybe, the bus had its pride too). At. 4:10 pun., one of those newfangled “GOlden Eagles” rolled up and we boarded the craft. Cornyard was impressed by that tall, devastating hos tess in red. At 5:10 p.m.. the hostess served Coca-Colas and cookies. Next she approached Cornyard arul said. “Sir. do you wish some sandwiches ham, beef, barbecue, chicken salad?” I settled for a beef “san". while Cornyard took a “ham and egg” triple-decker. Corn yard indicated he wanted beer, but there was none. We stated we wanted Pepsi-Cola. ■JIM CROW SIGNS: Os all the Jim Crow arrangements. Now Orleans takes the cuke. Hancock’s BETWEEN the LINES r THE SOUTH’S MILITANT MINORITY The way the South has refus ed to be sLunpeded into vio lence by a few extremists anti- Negro newspapers has been as tonishing. The constant harping on the possibilities of violence has been a suggestion to vio lence. But in spite of this indirect incitement to violence, the South for the most part has re mained calm in away that gives ultimate hope of an amicable settlement of the complex ques tions that currently vex us. There is a core of democracy at the heart of the South and,down deep in its heart there is the desire for justice for all men. It is safe to say that at heart the majority of the white South is willing to take the high road of Christianity and demo cracy. They have not only counted the cost of obeying the mandates of the Supreme Court; but they have counted the cost of not obeying. They know full well that when haw and order,, giveaway to passion and preju dice. that the country is riding for » full. They know too well what art advantage it gives Russia to point, out our internal dissen sion over a matter of law that run- counter to race prejudice. When a supposed Christian na tion renounces the Christian ethic and when a supposedly de mocracy breaks with the demo cratic tradition. Russia riots with prospects of an early conquest of She world. These newspapers indirectly suggest violence by pretending to fear it. The South’s refusal to ac.cept the Ku Klux Kaln and its man ner of handling the situation .■•peaks volumes of the spirit of the better South. The readiness with which the Kian is denoun ced is heartening. The real trouble in the Souih today is the politician. As long as the color question can be stipulated to get elected to of-S tive we may be assured theml nre those ready for such mani-l pul.ition. The hope isThat they may run | their course Without destroying the South and. the nation. Os this there is great danger. There is the lively hope that the better South may x\m up and rescue itreif from the mili tant minority that will stop at nothing-even violence-if politi cal advantage is to be had. It is good and encouraging for Negroes to know that the out ward and rampant attempts of the South’s militant minority to stampede the South into vio- L ure do not stein from the ma jority of the white South but from its loud-mouthed politi cians. As the fabled man told his son as the latter was leaving to make his fortune in the world: “Son, go out into the world Jffid make money honestly; but if you cannot, make money hon «;.'Uy, make money”. The Southern politicians are out to be elected; and if such election comes at the expense of Christian race relations, it matters little to them.
