TKI WEEK IN Washngtw Every front in Washington is a politicial front these days with every action in the administra tion and within the congress guided by politics, the coming national conventions and the November election. On only one problem was a bi partisan action maintained and that was on the Marshall plan where almost single-handed ftatesman Sen. Arthur Vanden berg beat back attempts to crip ple the European recovery plan atnd assured fast senate action on the bill. It begins to look also like the house may attempt to speed up action on the Marshall plan with Speaker Joe Martin promising a vote before April 10 in an effort to beat the Italian elections on April IS. Secretary of State Mar shall personally appealed to the house leadership to rush action and although house consideration promises to be a more severe test of the bill than was given in the senate, observers say that passage of the measure seems assured in much the form pre sented to the senate by the foreign relations committee. President Truman's blunt re fusal to bade down on his civil rights program, and announce ment of his candidacy, together with announcement by Gen. While the southern revolt, spearhead ed by Governor Tuck of Vir ginia, appeared to go deeper than was first thought, the more sob erminded southern leaders in the congressional delegation now be lieve that the so-called secession from the Democratic party will not take place. Even Governor Tuck, heading the powerful Byrd political machine in Virginia, was forced to back-track on his original plan to remove Presi dent Truman's name from the ballot in Virginia. There was such a backfire against his ori ginal proposal that the Byrd forces overhauled their measure | before the Virginia legislature land provided that the Pr^ident's name should go on the ballot on petition of 1000 signers. And even that softening of the bill met with some opposition. There is a school of thought here in Washington that the pre sent disaffection of the southern politicians from the Democratic party is purely a reaction from the long years they were held in check by the late President Franklin D. Roosevelt. It will be remembered that President Roosevelt sought to purge some of the recalcitrant southerners from the Democratic party, no tably Senator George of Georgia, and although he was unsuccess ful those who felt the courage of his purge did not dare to revolt, though they did show their in dependence by forming a coali tion with the Republicans to beat back many of Roosevelt's mea sures in the last year before his death. This coalition was con tinued against President Truman with the result that his program of domestic recovery following the war was never enacted into law There are others here who be lieve that a realignment of the voters of the nation into reac tionary and liberal groups irre spective of present party labels is essential for the country's wel fare, if not a foregone eventu ality. And the splintering off of the Wallace third party group is one result, as is the formation of the group known as Americans for Democratic Action which re cently held its convention in Philadelphia. The ADA draws its adherents from the liberals in both parties built around a nucleus of the New Dealers who were prominent in the Roosevelt administration. Walter Reuther, dynamic youn^anti -communist leader of the united automobile workers union, is also seeking to form a group which would be aloof from either of the two old political parties. Reuther, along with Phil Murray of the CIO and William Greets president of the A. F. of L., were prominent at the ADA convention and all three pledged a "working partnership" with ADA against "reaction and the Wallace third party in 1948." Farm Leaders in conference with the President's councill of economic advisors and the agri culture advisory committee ex pressed dissatisfaction at the pre sent parity formula and price support plan should be adopted in the near future.
