AUG f * VM Christmas Shoppu BOONE, WATAUGA COUNTY, NORTH CAROLINA, THURSDAY, NOVEMBER SI, 1H7 1 .2 w— PRICE-FIVE i Rules Governing Auctions Announced The Barley Sale* Committee, meeting in Kentucky November 4, adopted a resolution letting the date for opening Burley sale* in Boone and the entire Burley belt. The resolution, in full, follows; Resolved, that burley auction warehouses shall open their 199798 sales season on November 29, 1997. Further resolved, that there shall be a marketing holiday on Thanksgiving Day, November 28, 1907. be a Christmas Holiday marketing Further resolved, that there shall recess to begin at the close of sales on December 20, 1987; sales shall be resumed on January 6, 1966. Further resolved, that throughout the 1957-98 sales season, burley sales shall be conducted on the following basis: There shall be two sales periods: (1) pre-Christmas sales and (2) post-Christmas sales. By a notice addressed to the Burley Sales Committee, P. O. Box 363, Ht. Sterling, Kentucky, deposited in the U. S. mails one week prior to the respective sales period and transmitted by registered mail to the Burley Sales Committee, each warehouse may elect to exercise the right to sell burley tobacco for the designated sales period on a poundage basis. Any warehouse which fails to notify the burley sales committee of its election to sell on a poundage basis shall conduct it* sales on a basket basis. A warehouse may not change from one basis to the other basis during a sales period, but a warehouse may sell on one basis during the pre-Christmas sales period and then by proper notice change to and sell on the other basis during the post-Christmas sales period. A warehouse operating on a basket basis shall sell per day, per set oi buyers, no-more than the number of baskets of tobacco authorised by the Burley Bales Commit tee. A warehouse operating on • poundage basis (lull sell per day, per aet of buyera not more than the number of pounds of tobacco authorized by the Bur ley Salea Committee, but in any event not more than 1800 baskets per day per aet of buyera. If a warehouse operating on a poundage basis exceeds iu quota for any seltiqg day and fail* to correct the average during ita next regular sale, that warehouse will automatically be placed on a basket count basis for the remainder of the season. The Burley Salea Committee has established and shall observe the following Ratios: 1060 baskets . 4 258,200 pounds 1260 baskets 302,400 pounds 1440 basket* - •>. 845,00 pounda 1820 baaketa 388,800 pounds 1800 baaketa a432,000 pounds Further resolved, that until otherwise ordered by the Burley Sales Committee, warehouses operating on a basket basis shall sell not more than 1380 baskets per day per aet of buyers (that is 380 baskets an hour far 3*» hours). Further resolved, that until otherwise ordered by the Burley Sales Committee, warehouses operating on a poundage basis shall aell not more than 302,400 pounds a day per set of buyers, but in any event not more than 1800 baskets per day per set of buyers. Further raaolved. that until otherwise ordered by the Burley Sales Committee, sales shall be conducted during each day of each sales period excepting only Saturdays and Sunday*. Further resolved, that the Burley Sales Committee requests the Inspection Service of the United States Department of Agriculture to assist in the enforcement of sales regulations by grading no more than the baskets or poands TOBACCO U brought to warehouse prior to opening sale and readied to be auctioned off. Further resolved, that the Burley Sales Committee recommends to the Tobacco Inspection Service of the U. S. Department of Agriculture that the order of sales and allocation or rotation of selling time in, to and among warehouses of each market be determined by the following procedures: (1) If a tobacctf Board of Trade exists on the market with a membership of it least • majority of the warehouses on that market, then the order of salea and allocation or rotation ahall be determined as authorized by the local tobacco Board of Trade, or by a sales committee duly constituted and appointed by the' local Board of Trade. / (2) If a market does not have a tobacco Board of Trade with a membership of at least a majority of the warehouses on that market, then the order of sales and allocation or rotation of selling time shall be. determined by local custom, If such custom can be ascertained; and, if not, by the custom prevailing on the nearest market having an established practice. (3) In determining whether or not a Board of Trade has • membership of at least a majority of warehouiei, all tales floors under the same ownership shall' be deemed to constitute a single warehouse. « Further resolved, that each market shall have the right to conduct 4-H Club sales and educational and charitable fund sales in addition to the sales heretofore authorized by this resolution.
