GARDNER All of our larger cities employ city managers and some of them also have the services of highly trained city planners. While the majority of city managers are plan ning for the future with vision and courage, they spend too much time correcting costly errors which were caused by lack of planning in the beginning. But what about our counties? Are we preparing for the "popu lation explosion?" Will your coun ty be prepared to accept new in dustries? Provide for agricultural pursuits? Make desirable home sites available for people who will soon tire of knocking elbows in congested areas of population? As far aa I know, there are few, if any, counties who are giving the planning problem the attention it deserves. Wake county ia now toy ing with the idea, due, primarily, I expect, to the rapidly expanding Research Triangle. Why must we be prodded into these things? Why is it that most of our cities and towns grow faster than the services provided by city government? Will we ever learn or will we continue to stumble along? What about water? There Is no question but that water will be the limiting factor in the planning and development of all cities and counties in North Caroliaa. In December, 1958, I devoted my column to the importance of care ful planning and cited the exper ience of Maeon county, Illinois, in this connection. They made coun tywide plans for: Agriculture, resi dential, local business, commercial, light Industry snd heavy industry. V. 8.
