SMITH, Commissioner. 8-15-2C Notice Of Special Election COUNTY OF WATAUGA, NORTH CAROLINA NOTICE IS HEREBY GIVEN that at a Special Election to be held in the County of Watauga, North Carolina, on September 17, 1963, there will be submitted to the qualified voters of said County the question whether they shall approve or disap piove (1) the indebtedness to be incurred by the issuance of bonds of said County of the maximum principal amount of $1,630,000, and (2) the levy of a tax for the payment of such bonds, and (3) the bond order entitled "Bond Order author izing the issuance of $1,630,000 School Bonds of the County of Watauga," adopted by the Board of Commissioners on August 13, 1963, to authorize the issuance of said bonds and the levy of such tax, and the question whether they shall ap fuove or disapprove (1) the ndebtedness to be incurred bv the issuance of bonds of said County of the maximum princi pal amount of $300,000, and (2) the levy of a tax for the payment of such bonds, and (3) the bond order entitled "Bond Order authorizing the issuance of $900,000 Public Hospital Bonds of the County of Watauga," adopted by the Board of Commissioners on Au gust 13, 1963, to authorize the issuance of said bonds and the levy of such tax, and the ques tion whether they shall approve or disapprove the levy of a special tax of not exceeding 10 cents, annually, upon each $100 of assessed valuation of taxable property in said County to fi nance the cost of operating, equipping and maintaining pub lic hospital facilities for the use of the inhabitants of said County. GARDNER I have just read in ? national magazine under the caption "Plant These More Often" an article about |D u t e h m a n'? Breeches? Dicentra cucularia. Searching back into my mem ory 1 seemed to associate the plant, Dutchman's Breeches, with an outbreak of "blind stag ger*" among livestock in south west Virginia. This was a good number of years ago. Having aroused my curiosity, I consulted Dr. Hardin's bulle tin, "Poisonous Plants of North Carolina," and confirmed my suspicion. I also checked with a member of the staff in Vet erinary Science. Dutchman's Breeches con tains several alkaloids which poison cattle when eaten. This plant ia found in the deep woods and cliffs in most of our mountain counties and, locally, in a small area of the Pied mont. It does make a good garden plant, however, if placed in a shaded spot between rocks and in good soil. The name comes from the small divided blossoms which resemble a pair of mini ature Dutchman's breeches. The plant flowers from April through May producing four to eight cream or creamy-pink blossoms on slender stems 6 to 12 inches high. While we are on the subject of poisons, I have warned you so many times about the proper use of insecticides that I have almost promised myself not to raise the subject again. How ever, disturbing news again comes, by way of the newspa pers, of the death of a little two-year-old and the illness of many others in the same county, caused by parathion poisoning. This will probably not happen again in this community but the sacrifice of the little one is too high a price to pay for adult ignorance and careless ness. We inspect privies sepuc tanks, barbate cans, slaughter houses and kitchens. Are gar bage cans and eockroachen more important than human lives? Why not include the tobacco barn, the machinery shed or wherever pesticides are stored in our ins portions? Require safe storage and use of pesti cides by legislation, if neces sary, because we will be using these materials as long as we produce food and fiber.
