James Bingham Is Given
High Army Commendation
Has Distinguished Record
Specialist Four James R. Bingham of Boone( left) is con
gratulated for his distinguished record at the Seventh United
States Army Noncommissioned Officers' Academy, by Lt.
Col. Wesley J. Simmons, Commandant.
Specialist Four James R. Bing
ham, son oi Mr. And Mrs. W. S
Bingham of Boone, has recently
graduated from the Seventh Army
Noncommissioned Officers' Acad
emy. in Bad Toeiz, Germany,
with a distinguished record.
A letter received by Mr. and
Mrs. Bingham from Wesley J.
Simmons, Commandant for the
Academy, says of their son, in
part:
-1He was designated as an Hon
or Graduate and in addition, he
was cited for attaining the high
est leadership standing within
his platoon. For this accomplish
ment he earned the "General
Douglas Mac Arthur Award for
Leadership." He achieved fur
ther honor by winning the Com
mandant's Inspection, thereby
earning the "General Bruce C.
Clark Award." The ability to
achieve distinction in competi
tion with fellow soldiers is com
mendable; the ability to accom
plish this in competition with the
finest soldiers in Europe is an
accomplishment from which you
may draw real praise and satis
faction.
"This Academy judges its grad
uates not only in the light of
academics, but predominately in I
the development of essential, I
practical characteristics vital for |
those who will lead other men.
Your son has made a fine contri
bution to himself, his Army and
his country. My congratulations
to you."

QUEEN EXPECTING FOURTH
London ? Britons cheered the
news that Queen Elizabeth II
is expecting her fourth child.
The news that Queen Eliza
beth and Prince Phillip will be
parents of four children is ex
pected to have a personal mean

couples who look to royalty to
set a pattern for family life.
New Draft Rules Cited
By Chairman Todd
Married men between the ages
of 18 and 26. m Watauga County
and throughout the nation, can
breathe a little easier as regards
the miliary draft, announced Joe
W. Todd, chairman of the local
Selective Service Draft Board.
By a special executive order
made hy President John F. Ken
nedy on September 10 of this
year, the order of selection for
military induction has been
changed, and will exclude mar
ried men.
This does not mean that mar
ried men in general have re
ceived a special collective defer
ment from army duty. It means
merely that married men have
been placed in a postponed status
regarding the draft. They may be
reclassified at any time, especial
ly in times of national emerg
ency or crisis, or in case of an
acute shortage of prospective
(kaftees from other groups.
Previously the rule applied
only to men who had children.
The new directive requires
local draft boards to obtain mar
riage certificates from young men
claiming to be married. Anyone
eligible for the draft who has
married recently should recog
nize that this effects a change
in his draft status, and should
report the tact to hte Vocal board.
In tact, Mr. Todd pointed out.
young men should be cautioned
to keep in closer touch with their
local boards regarding other
changes in status. "College stu
dents. (or instance," he uid.
"usually are under the impres
ion that the very tact of their
being in college will keep ttoem
from being drafted. This simply
isn't true, unless they have re
ported the toot to a looaJ board.
If one who hasn't done so re
ceives an induction notice, he
may of course be deferred; but
the deferment would raise his
??e of eligibility automatically
to 33."
Mr. Todd also pointed out the
importance of keeping one's local
selective service board informed
of changes in place of residence,
especially since draft regulations
may wary from state to state.
"There is no such thing any more
as dodging the draft," he said.
Either you're legitimately de
serving of a deferment, or you're
not."
The surest way to enjoy life
is to provide your own security
by saving something every
month.
