It is, therefore, upon due considera tion of said petitions and certificates, resolved that: Said petitions and each of them have been signed by a majority in number of the owners who own and represent a majority of all of the lineal feet of frontage of the lands (a majority in interest of owners of undivided interests in any piece of property being deemed and treated as one person) abutting upon the street l or streets or part of a street or streets therein proposed to be improv ed, and each and all of said petitions are sufficient. Local improvements as prayed for in said petitions as above set forth shall be made on the parts of streets referred to in said petitions as above set forth. The character and type of construc tion and material to be used in mak ing said local improvements and oth -ler matters in connection therewith shall be hereafter determined by Board in accordance with authority conferred by Section 160-84 of the General Statutes, 1943, of North Car olina. One-half of the total cost of the j said improvements, exclusive of so much of said cost as is incurred at street intersections and the share (if any) of railroad and street railway companies, shall be specially assessed upon abutting property as requested in said petitions and in accordance with Article 9 of Chapter 160 of the General Statutes, 1943, of North Caro lina, in the manner above set forth.
