PAGE TWO j The National Outlook j 1959 Business II By Ralph Robey *.*..**..**. —-—..—- ——— At the moment there are four major economic worries unem ployment, government finance, in flation, and the legislative out look. Latest figures on unemploy ment refer to the middle of No vember. At that time the num ber was 3.8 million, identical with the October total. This is . en couraging inasmuch as unemploy ment normally increases between October and November. But* it does not change the fact that un employment is not declining in keeping with the business' recov- , ery, and the total is almost cer tain to rise next' “January and February, which normally are the high months of the year. Primary reason for the sticki ness of unemployment is that many business firms are finding they can produce all they can sell, with fewer workers. To some ex tent this is the result of the huge investment in better plants and machinery over recent years. In other words we are getting the customary spurt in output per manhour that comes with the end ing of a recession. Another fac tor has been a tightening-up by management in every way possi ble. A third factor is that wages continue to advance and there is a strong incentive to keep the number of workers at the mini mum. f- » How high the number of unerrt 1 - f \J Hospital Patients ✓ Visiting Hours 10 to 11 A. If it holds to 4.5 million it would not be too serious except for those ; out of work. But if the total goes to 5 million or higher it is certain to have repercussions on Con- ! gress. I '■ ' : The second worry', government finance, is a' arrange item to find just as the'hation is coming out :of a recession*. But concern is real and serious. Federal expend- 1 itures in the fiscal year ending! next June 30 will be, according to 1 , the last official estimate. $79.2 billion. That is under the ad ministrative or regular budget. If one adds the various trust! ; funds, which is the cash budget, expenditures rise to $94.1 billion. Under the administrative budget the deficit is forecast at $12.2 bil- ; , lion; under the cash budget at $13.7 billion. These are enormous I sums to be raised, and the task j is not made any easier by the hard going the government secur- ' . ities market has been having in recent months. Now there is no question about the ability of the Treasury to sell | its securities. The difficulty is thaf'fSraetically a jj money must ' be raised through short term pa per. and the vast majority of this | will have to be bought by com- ; i l nvjrcj,al banks, This means the banks wilj pay for the securities ‘ (Continued on Page 6) Ipfim; Hollis, Belvidere; Mrs. Eve-| >4yn i Cahoon, Columbia;' Master Christopher Pruden, Edenton; Master Dossey Pruden, Edenton; John George Fletcher, Edenton; Seaton N.
