j Whig ticket, in 1852. Failing ofi
! election, Graham returned to
, State politics, sitting in the State
Senate. He also served in the [
Confederate Congress as a Sena-!
tor. He was elected to the!

in which witnesses from the
three states testified that our!
waterfowl breeding grounds were
!in danger if fanners continued
to drain their wetlands under!
. the subsidized farm drainage i
program. According to the Bu
reau of Sport Fisheries, this area I
has produced about three quar-l
ters of the wild ducks hatched
in the continental United States,
and in recent years, over one
third of the potholes in these!
three states have been drained
