Each year, thousands of phy
-1 sicians are asked by their pa-
I tients to provide medical re
ports to support claims for bene
fits under the relatively new
social security disability insur
ance program. During the first
five years of this program’s ex
istence, thousands of physicians
have furnished the medical re
ports' which have been a -pri
mary basis for the million and
AyfhkW disability determinations
inM* thus far. j
As a rule, evaluation' of the
severity of impairments requires
the same medical facts that the!
attending physician uses in mak-|
ing his diagnosis and in pre-;
scribing treatment for his pa
tient. Details about the history,
symptomatology, clinical find
ings, and diagnosis will permit
a realistic evaluation of the ef
fect of the impairment on the
social security claimant’s capa-'
city for work. Certain medical
facts, however, are more signifi
cant in evaluating the disability
than in the medical management 1
of the patient’s condition, that
is evidence that indicates the re-1 1
maining functional capacities of
the mind and body.
If the doctor understands that
his report is to be limited to
objective medical findings, and' 1
explains this to his patient, the
patient cannot then attribute anj
unfavorable social security de-‘
cision to his doctor. The re
i viewing physician for the gov- 1
ernment agency does not exam
ine the patient personally, but ,
arrives at his evaluation of the

disability determinations
made on the basis of medical;
evidence submitted by the clai
mant’s own personal physician. 1
In some cases, however, it is
necessary to write back to the
reporting physician or hospital,
because the medical report does
| not contain enough clinical facts,
1 that is, si|me reports are less
informative than they could be.

' to determine whether or not his
patient is “disabled” under the|
terms of the social security law.|
The social security law places
the responsibility for the deter-1
mination of disability on the 1
State and Federal administra
tive agencies. Misunderstand
ings may occasionally arise when
the reporting physician states as
his conclusion that the appli-j
cant is permanently and total
ly disabled and the government. 1
agency finds otherwise. The so-|
cial security concept of disa-|
bility involves more than the
.existence of an impairment |
which prevents a person from
working at his regular occupa-i
tion. Therefore, conclusions!
based solely on clinical facts!
may be at variance with those |
made for disability insurance,
under the Social Security Act.j
The report that is most helpful!
is the one with full informa-1
tion regarding the patient’s re-j
sidual capacity to do any kind;
of work. |

Today’s Scripture emphasizes
Timothy’s need to be loyal to
the teachings given him and to
be firm in the faith he had ac
cepted. It also emphasizes that
a study of the Scriptures would
help him meet these needs.
Therefore we shall consider, to
day, the place and importance
of the Scriptures in Christian
living in this day and age.
The Bible is a very significant
tool for the Christian for sev
eral reasons. First of all, it con
tains his religious heritage. The
importance of such a heritage is
explained to Timothy in today’s
lesson. Life on any level is im
poverished and superficial if it
is separated from its past. It

condition as a man who has lost
his memory. Such an individ
ual does not even know who
he is. A knowledge of the Bible
is just as important in our re
ligious living. In many cases,
alas, Christian living today is
superficial and impoverished be
cause people lack such knowl
edge.
In the second place, the Bible
furnishes the guidance neces
sary for Christian living. Vari
ous forms of guidance are men
tioned in 2 Timothy 3:16.
The New Testament :s the
source of knowledge in regard
to the teachings and attitudes of
Jesus. Therefore familiarity
with it is a “must” for grow
ing as a Christian. And the
Bible is a source of inspiration.
A knowledge of the Christian
way is important, but the pow
er to follow it is equally neces
sary. The Bible is one source
of such power. It has, indeed,
been rightly said that the Bible
must be inspired because it has
power to inspire.
If the Bible is to mean to
Christians all that it can and
should, they must be familiar
with it. To know the Bible re
quires reading and study, both
