The Senate acted with war-time speed to ! strengthen the President in deal ing with the serious internation ial situation confronting the na- j 1 tion. Russia has had the es-. frontry to tell the United States i that the Monroe Doctrine is dead. The Communist military buildup In Cuba constitutes the i most direct security threat to this Hemisphere in the 20th century. Several years ago when Cuba started receiving - arms from Russia, the United States ought to have told Russia that. this was a clear violation of the i Monroe Doctrine. Our nation | should have demanded at that time that Russia stop shipping arms to Cuba. Mankind has spent a large part 1 of its time and energy and given of its blood and treasure in fighting wars. The United States has taken part in three major wars in the span of half a cen tury. Our nation has appropriat 'd more than $932 billion for na- 1 tional defense for World War II, : he Korean War, and the cold war, 1947-1961. History records tragically that the Kaiser and Hitler began { wars when they were convinced that the Western Powers had become soft and would not stand firm against aggression. There are no easy or speedy solutions to the international | crises which we face. In my judgment, however, it is essen tial for us to manifest our reso luteness to defend ourselves. I j do not think that you strength ! en your position or make peace 1 more secure by appearing to ap pease aggressors. I think that we must endeavor always to convince Russia that the United States fully intends to protect i the security of this Hemisphere and that no aggressor nation shall be permitted to violate that i security. I Congressional Calendar—As of September 14, of sixteen major appropriation bills to be acted on at this session, six had been 1 cleared for Presidential action, ; four others had passed the Sen ate and House but awaited con ference action to iron out dif ferences, and six remained to be I acted on by the Senate. On that ! date the Senate had yet to act on appropriations for Foreign .Aid, Public Works, the Peace Corps, the Atomic Energy Com mission, the District of Colum bia, and the Departments of State, Justice, Commerce, and the Judiciary. This week the House is sched- uled to take up the Foreign Aid appropriations bill, and the Senate may begin debate on the Trade bill which is being ‘‘mark ed up” by the Senate Finance Committee at the time this col umn is written. Both bills may cause lengthy debate in the Sen ate. This year, Congress has been requested to appropriate $4.7 billion for new Foreign Aid commitments. I have advocated for many sessions that Congress adopt a more sensible and pru dent approach on Foreign Aid t appropriations. Economic trou bles, diminishing U. S. gold re- ■ serves, and the ineffectiveness of many foreign aid programs jus tify again this year a hard look at this appropriation bill. Even j long time supporters of these! programs are conceding that a j substantial cut will be made in j these funds this time. Whether i that will happen or not is uncer- J tain, but Congressional speeches j are voicing more and more dis satisfaction with the accomplish ments of current foreign aid pro grams. All the evidence indi cates that they should. Changes Made In Fishing Regulations Continued from Page 1, Section 1 re-writing commercial fisheries regulations relating to closed seasons on commercial fish and, also, the use of nets in Chowan River and Albemarle Sound. j The present regulations are be ing rewritten and rearranged in order that they may be more understandable and that existing confusion may be eliminated. There will be no closed sea son on herring or rock, but from I May 5 until June 30 will be a closed season on shad. The existing regulation " prohibiting the use of gill nets in Chowan River below the northern tip of Holiday Island from March 1 to I September 1 1 and above the northern tip of Holiday Island I from April 25 to September I will be repealed. At present, the regulations! prohibit the use of any net with- , in 300 yards of the Eden House bridge.
