Conference bills on Trade, Drug Controls, Tax Re vision, and Self-employed Re tirement Tax Deductions are likely to be passed by Congress in the final days of- the session. Aj Postai Revision-Employees Pay bill may be approved by both Houses prior to adjourn ment. -Congressional approval of most legislative measures this session centered on whether or not the bjll reflected a moderate ap proach. This is reflected partic ularly in the Tax Revision Bill, and the Communications Satel lite bill, which generated a fili buster by reason of its moderate approach. Even the watered down Farm bill, approved by Congress after a third try, re flects a moderate approach to legislation. -Earlier this session the Sen ate rejected the Medical Care fdr the Aged bill, and the House disapproved of the Urban Affairs Plan. It appears unlikely that this Congress will enact the Mass Transit, Youth Employ ment, or Federal Aid to Educa tion bills. Congress has cleared legislation governing Public Works, Communications Satel lites, and Welfare progra- Re vision. Corporate, Excise and Travel taxes, and Sugar Controls were extended earlier during the session. A Reserve Callup Res olution granting the President standby authority until Febru ary 28, 19b to call to active duty 150,000 members of the Armed Forces Ready Reserves won quick approval. I think Congress has approved a construction legislative pro- ( gram and that its moderate ap proach rejects the sentiments of the people. Gore Amendment —l am g'ad to say that the Gore Amend ment to H. R. 10, which wouid apply a special tax rule to lump sum payments of employee pen sion plans, has been deleted by the Senate-House Confeicnce Committee. In es sence, Congress had to pass a bill, because the alternative of no action was worse. If no bill ; had been passed, the permanent law granting high price supports j with virtually no controls on I wheat and feed grains would have operated again. For some years we have had 1 wheat and feed grains running, out of our ears. We have had a system with virtually no con trols on feed grains, but with high price supports. I have the conviction that if we are going to have price supports, it is just! as essential that we have con-1 trols that are effective on wheat and feed grains. Cotton, tobac- j I co, and peanut programs have ' effective controls along with price supports. These programs : have worked well. The current farm bill illustrates once more that in considering major legis- j lation it is seldom that a meas-1 I ure is all good or all bad. The farm alternatives are plain, but as yet Congress has not given j a clear cut answer. i Energy may be turned to bad l uses; but more good may al ways be made of an energetic nature than of an indolent and impassive one. —John Stuart Mill.
