KTKItKTT JfIWnAN WASHINGTON A great many school officials and parents have become greatly concerned over President .Johnson’s proposed drastic reduction in the national school lunch and special school milk programs. It is too early at the mo ment to tell in exact figures the effect the President’s pro posals will have, hut it is already clear that if his bud get proposals are approved by the Congress it will cut North Carolina’s participation in the programs to only a fraction of what it is today. I am strongly opposed to cutbacks in these programs because I feel they have played an essential role in the basic health of our school children. They have . also been of tremendous value in developing healthy eating habits and patterns for school-age children. From the best information I can get, the proposals pro vide that those who were found to be needy, or wel fare cases, would receive free lunches and free milk. The remainder of the school chil dren would pay full prices for both milk and hot lunch es at schqoi. There is a basic fallacy in such a proposal as this. For many years both the school lunch and school milk pro grams have been operated on the theory that it is wise and sound public policy to provide milk and hot lunch es to school children at the lowest possible cost to them. It may be entirely true that many of our children could pay 60 or 70 cents for lunch and 10 or 15 cents lor a glass of milk. But more im portant than this, endless thousands of children would be sent to school each day without lunch money if the present prices are doubled or tripled. The amount required to install these un derground facilities over and above regular overhead fa cilities is $18,800.00 which breaks down to $350.00 per lot. After thorough discuss ion the Board deluded to ab sorb $200.00 of this additional cost and to require the prop erty owners to pay $150.00. Motion by Thomas C. By rum, seconded by J. H. Con ger, Jr., and unanimously carried that a charge for un derground electric service for Queen Anne’s Place be $150.00 per lot. The owners of the property already sold will pay the $150.00 charge when a request for service is made or within a maximum of five (5) years with no interest. M. G. Brown Com pany will agree to pay to the Town of Edenton $150.00 per lot as sold and at the end of a five year period will pay $150.00 for every remaining unsold lot, and at the trans fer or sale of any property in this area within the pre scribed period by the present property owners the $150.00 charge will be due and pay able at the time of trans fer. An agreement to the above charges - affecting Queen Anne’s Place will be recorded in the Ciiowan County Courthouse. The above prescribed' charges and method of pay ment docs not constitute a precedent that will be fol lowed in other installations and that in the future any request for underground in stallations will be considered ort its own merit.
